Regional Facilities Project Manager

This position works on a compressed work schedule from 6:30 am to 5 pm, Tuesday through Friday. The Maryland Military Department offers free gated parking at this location.

Main Purpose of Job

The Maryland Army National Guard (MDARNG) Construction and Facilities Management Office (CFMO) Facilities Management (FM) Branch is responsible for the operations and maintenance (O&M), life cycle replacements, facility restorations and modernizations, grounds maintenance, utility services, energy management, and fire and emergency services for all Maryland Army National Guard facilities. This includes oversight of engineering operations that include, but not limited to, military engineer construction projects and the agency self-help program. The FM Branch is also responsible for the financial planning, programming, budgeting, budget execution, and accounting for both State and Federal government. The Regional Facility Manger (RFM) is responsible for supporting the daily operations of facilities within their designated regions and serves as the primary contact for individual and facility or reservation managers. RFM's are responsible for the maintenance, repair, and construction activities within their region from project planning, budgeting, scoping, contracting, execution, and project close out. Value of projects range from $1 to over $5M. RFMs are required to use State and Federal computer programs in the execution of their duties. RFMs shall be fluent with MS Office, MS Share Point, and other facility management programs. Facility Management Professional® (FMP®) or Certified Facility Manager® (CFM®) credentialing by International Facility Management Association (IFMA ™) is highly encouraged.

POSITION DUTIES

Duties for this position include but are not limited to: 

· Coordinates with all branches of the CFMO in the execution of projects.

· Participates in staff planning for the MDARNG as necessary.

· Actively participates in all meetings. When required to chair a meeting, actively pursues participation in the preparation and execution of the meeting.

· Provides peer reviews when requested as directed.

· Supports the preventative maintenance program.

· Uses eMaint software to manage agency work orders and manage project progress.

· Coordinates with MMD Director of Installations for agency maintenance support.

· Coordinates resource requirements with Resource Management Branch and Contract Management Branch.

· Strives for organizational transparency by communicating status of facilities and projects in an active and passive capacity.

· Establishes priorities, executes priorities, writes scopes of work and request for proposals, and inspects contracted work.

· Uses Pride WEB for completion of NGB Form 420-R to validate project and obtain CFMO approval prior to execution.

· Coordinates with CFMO Design and Project Management for project support for those projects beyond the capability of the branch.

· Executes energy projects within region.

· Execute O&M and projects in accordance with energy management policy and principles.

· Develop management plan, oversees and inspects Troop Labor Projects.

· Other duties as assigned.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience as a designer and project manager Engineer or Architect for agency capital and operating construction, maintenance and system services projects and an additional four years of experience as an Engineer or Architect in the building construction field involving the design, construction or repair of building structures or system services.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree in engineering or architecture and two years of experience as a design and project manager Engineer or Architect for agency capital and operating construction, maintenance and system services projects for the required experience.

2. Candidates may substitute the possession of a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for- year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications

* Two years of experience as a CAD operator producing drawings for construction projects.

* Proven Excel and/or Google sheets experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position requires, as a condition of employment, the ability to obtain a federal Common Access Card (CAC) and requires a criminal background check. Employees in this classification may be assigned duties which require the operation of a motor vehicle. 


Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points on their driving record.

Leave Benefits include:

* Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date). 

* Annual Leave - ten (10) days of accumulated annual leave per year. 

* Sick Leave - fifteen (15) days of accumulated sick leave per year.
