Main Purpose of Job

The main purpose of this position is to provide on-call Contractual physician/medical services to all patients and residents at Western Maryland Hospital Center (WMHC). The on-call hours are scheduled by the Office of the Chief Medical Officer and may require Contractual hours Monday - Friday between the hours of  5:00 p.m. - 8:00 a.m.; Saturday and Sunday between the hours of 8:00 a.m. - 8:00 a.m.; and Approved State Holidays from 8:00 a.m. -8:00 a.m. the next business day.

POSITION DUTIES

Maintain immediate availability for contact during on-call hours assigned and availability to respond to the facility to provide direct assessment and care within thirty (30) minutes as required based on patient/resident condition.

Document, to include date, time and signature, medical histories, physical examinations/evaluations, treatments, orders, and progress notes in the medical record in accordance with all applicable and required regulations, standards, policies and procedures (i.e., Code of Maryland Regulations/COMAR Title 10, The Joint Commission accreditation standards for Hospital and Nursing Care Facility, WMHC Medical Staff Bylaws, Policies and Procedures).

Report in-person to the facility to examine the patient/resident and document the required Transfer Note before ordering a patient/resident transferred to an emergency care facility, except in those cases in which the delay of waiting would adversely affect the patient. Assist in emergency medical placements for the individuals served, which may include contacting the emergency medical facility and communicating the patient/resident's condition and services/treatment that will/may be required. 

Report to the facility for on-site routine visits to conduct clinical/medical rounding on Saturdays, Sundays, and Approved Holidays for a minimum of one (1) hour each day preferably prior to noon each day. Coordination of clinical/medical rounding shall be made with the facility's Shift Supervisor and documentation of on-site rounding hours shall be completed. Document time worked in Workday in accordance with State of Maryland timekeeping policy.  Determine pronounce death, as appropriate, to include date and time of death in progress note; complete time Death Certificate; notify family or next of kin; and obtain answers to organ/tissue donation questions including notification of the Transplant Resource Center of each demise, as required by WMHC policy.

Attend WMHC Medical Staff Meetings at least two (2) times annually to discuss and review coordination of on-call medical services for the facility

MINIMUM QUALIFICATIONS

Education:   A Doctorate degree in medicine from an accredited college or university.

Experience: Four years of experience in the practice of medicine.

Notes:

1. Candidates may substitute the possession of a Master’s degree in public health from an accredited college or university for one year of the required experience.

2. Candidates may substitute successful completion of internships and residencies in medicine as qualifying medical experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Medical Corpsman and Physicians classifications or Nursing or Physician and Medical Services and Special Corpsman Officer specialty codes in the medicine field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants for this classification must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current license must be attached to the application.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
