Main Purpose of Job

The Deputy Secretary for Behavioral Health Services develops and oversees behavioral health clinical director for the Maryland Department of Health.  This position functions at the executive level and provides oversight, including budget and fiscal management, grants management, and direction of staff, policy development and strategic planning for providers throughout Maryland.  Other duties include establishing and implementing medical guidelines, clinical practices, policies, procedures, standards and controls; evaluating the implementation and outcomes of programs and coordination with public and private agencies providing similar services; collaborating and consulting with physicians and psychiatrists in preparation of activity short and long-range plans.  A successful physician applicant will be required to exercise clinical expertise and may provide hands-on patient and clinical services.

This position will enhance the Behavioral Health Administration’s mission by ensuring the availability of a full range of services, seamless linkages to services for the consumer delivered through a system of integrated care; recognition that co-occurring conditions are common, focusing on treatment, behavioral health, support, recovery, and resilience; developing services in collaboration with stakeholders in an environment that is culturally sensitive; and improving health, wellness, and quality of life for consumers across the life span.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a degree in medicine from an accredited college or university and board certification.  Qualified candidates must also possess a minimum of 10 years of professional physician experience, including 5 years at an executive leadership level.  Previous clinical experience is required.

Qualified candidates must also be able to demonstrate the following:
  • Knowledge of current theories and practices in the field of mental health especially psychotherapy and relational models of care;
  • Knowledge of medications and their effects on physical and psychological disorders; and,
  • Knowledge of the organization and operation of nonprofit community mental health clinics.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Background with analytics in behavioral health policy and planning; 
  • Experience in public health-level analysis and action; and, 
  • Experience providing testimony and advice to the General Assembly pertaining to behavioral health issues.

LIMITATIONS ON SELECTION

1.  Applicants must be able to obtain a license by the Maryland Board of Physicians to practice medicine under Maryland State Law by the time of hire.  

2.  Applicants must be board certified in by the American Board of Medical Specialties, or other Board approved by the Maryland Board of Physicians.

A copy of a current medical license and board certification should be attached to the application.
