POSITION DUTIES

The newly created Maryland Digital Service is creating an impact for our residents. We are partnering with agencies across the state to support a wide range of technological/digital solutions and needs - from short discovery efforts to multi-year implementation.

The Product lead will have an opportunity to materially impact high priority system development for the state, improving the lives and livelihoods of both Maryland residents as well as state employees. This role will consult with agency partners to define the problem or need, understand the users and desired impact, and explore technical solutions.

 ***This is a management service position which serves at the pleasure of the appointing authority***

Using strong communication and leadership skills to move work forward in a complex business environment.

Leading discovery efforts to define problem, success metrics, user needs, MVP.

Developing and managing a product roadmap that includes constraints from platforms, vendors, and regulations, while identifying opportunities by collaborating with other product teams and state agencies to accelerate progress.

Solving complex problems creatively, participating in continuous improvement, adapting to environments with a wide range of agile practice maturity, and encouraging the ideas of others.

Leading products relating to data interoperability, data exchanges, and/or data analysis.

Delivering iterative application improvements, prototypes, and pilots in an agile way.

Leveraging your familiarity with using Application Programming Interfaces (APIs) to integrate systems or data sources.

Working across in-house engineering, user research, and 3rd party platform and contractor teams to deliver a product.

Being self-motivated and able to effectively manage time and tasks and communicate information up and down the stakeholder pipeline.

MINIMUM QUALIFICATIONS

Experience:  Five (5) years of product management experience, including experience performing discovery and design sprints and supporting full life cycle discovery through development efforts.  

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to those who also have the following:

Experience modernizing legacy systems.

 

Bachelor's degree from an accredited college or university in business management, product management, public relations, marketing, communications or related field.
