Main Purpose of Job

The newly created Maryland Digital Service is creating an impact for our residents. We are partnering with agencies across the state to support a wide range of needs - from short discovery efforts to multi-year implementations. The User Experience Lead will have an opportunity to materially impact high priority web and application efforts across the state, improving the lives and livelihoods of both Maryland residents as well as state employees.

This role will work with agencies to understand web and communication needs, understand users and behaviors leveraging both quantitative and qualitative research, and design user centered, content focused solutions to improve the experience of our digital products. 

 ***This is a management service position that serves at the pleasure of the appointing authority***

POSITION DUTIES

User research: create research plans to understand web or system users, behaviors, questions, unmet needs

Analytics Audit: Determine which parts of a digital product cause pain for users and what would help them more easily achieve their goals. This could include Google analytics, call center analytics, or other data analysis

Content Audit: Understand how well existing content maps to user needs uncovered through research. Make recommendations to remove, edit, or create content to support user needs.       

Usability Testing: Test a product or service's ease of use with real users to understand their behaviors, needs and motivations through observation techniques, task analysis and other feedback methodologies.

Experience/Journey map: Explore a user's motivations, needs and actions taken at each step of the journey so that appropriate solutions can be designed for each step.

User stories: Define high-level requirements from a user's perspective so that developers can produce a reasonable estimate of the effort required for implementation.    

Use cases: Outline how users will perform tasks in an app or website, represented as a sequence of simple steps that begins with a user’s goal and ends when that goal is fulfilled.

Storyboards: Illustrate user stories/actions so that teams honor the experiences of the people they are serving.

Surveys: Measure user satisfaction and collect feedback about the product and experience.

MINIMUM QUALIFICATIONS

Experience:  Five (5) years performing human centered activities, including experience with discovery and design sprints and supporting full life cycle discovery through development efforts.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to those who also have the following:

Experience with web migration efforts. 

 

Bachelor's degree from an accredited college or university in business management, product management, public relations, marketing, communications or related field.
