Main Purpose of Job

A Classification Analyst in the Division of Classification and Salary (CAS) is an exciting, challenging, and fast paced entry- level job that will utilize one’s academic, intellectual, analytical, and interpersonal relationship skills, while communicating and interacting with mid to high-level agency supervisors and program managers to resolve classification and compensation concerns. The main purpose of this position is to learn to interpret and apply the State Personnel Management System’s (SPMS) rules, regulations, and standards related to the review of classification and salary requests from SPMS agencies and entities while learning to analyze and evaluate the duties and responsibilities of positions for their appropriate classification, grade and pay. Employees in this position will learn to create and revise class specifications (job descriptions), make technically sound written and defensible classification recommendations to a Class Team Administrator, and learn to act as a technical resource to HR representatives and others from SPMS agencies and entities. This position is an opportunity for a professional career in HR and is one of four (4) levels of work towards a career path to those higher-level Class Analyst positions in CAS.

MINIMUM QUALIFICATIONS

Experience: Four years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, employee benefits, HR management or HR system support services.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience creating reports

Experience with Microsoft application including Excel

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
