LOCATION OF POSITION

This position is located in the Office of Human Resources for the Department of General Services (DGS), located at 301 W. Preston Street, Baltimore, MD 21201. This position is eligible for a hybrid telework schedule.

Main Purpose of Job

This position functions as a Human Resources Generalist assisting in the Learning & Development and Recruitment & Selection areas of DGS’ HR Office. This position is primarily responsible for conducting full-lifecycle recruitment from vacancy to hire, to enable the agency to fill vacancies promptly and efficiently, and for providing support to the Learning & Development Administrator to track and coordinate employee training activities and provide technical support to employees and managers. In addition, this position is responsible for serving as a liaison between division/unit managers, HR management and the Department of Budget & Management in various HR functional areas.

POSITION DUTIES

Duties for this position include but are not limited to:

 

Learning & Development:

• Assists with monitoring of employees’ compliance with the State of Maryland training requirements.

Maintains training records for DGS employees.

Coordinates learning and development activities including scheduling of virtual and in-person training sessions, event logistics, and vendor relations.

Attends training events to monitor attendance.

Assists in the development of training materials with editing, content research, writing, updates, and other duties as needed.

Provides daily support to employees with training related questions.

Assists with the creation of surveys.

Performs other related duties as assigned to support overall employee development initiatives.

 

Recruitment & Examination:  
Independently conducts full lifecycle recruitment and selection activities, to include working with hiring managers on needs for vacant positions; reviewing and developing selection plans; preparing job announcements; reviewing applications for minimum qualifications; and providing hiring managers with qualified candidates for interviews.

• Acts as a consultant to DGS managers and supervisors on the recruitment, selection and interview process, to include prioritizing recruitments; maintaining position control; updating vacancy reports; and finalizing selections.

• Researches available labor pools/sources and develops recruitment strategies to achieve DGS’ recruitment and employment goals.

• Recommends salary offers to HR management, prepares offer letters and makes job offers to selected candidates.

• Communicates with candidates throughout the stages of the recruitment and selection process.

• Ensures selection and hiring processes are conducted legally and in compliance with all State and Federal laws and regulations.

• Utilizes the JobAps applicant tracking system to conduct recruitment activities. The incumbent will be expected to become fully proficient in the use of this system. 

• Conducts job analysis, test development and validation, which may include written tests, qualification supplements, oral exams, and/or ratings of training and experience, scoring of exams and assessments, interpreting results, and making recommendations for use of results.

• Develops recruitment strategies and performs outreach/recruitment activities to attract qualified and interested applicants to DGS positions by attending job fairs, high school career workshops, college internship fairs, and other similar functions to represent DGS and encourage candidates to apply for positions.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation AND an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist.

Notes: 
1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience. 

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

 

- Training and administrative experience with a basic understanding of adult education best practices.

- Proficient in Microsoft Office (Word, PowerPoint, and Excel).

- Professional HR experience involving full lifecycle recruitment functions.

- Experience using the State's JobAps and/or Workday systems.

- Professional HR experience involving recruitment job analysis, test development and validation, and creating and administering candidate assessments.

- Excellent oral and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

 

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
