The ideal candidate will have outstanding interpersonal and communication skills with
previous experience managing and leading a HR recruitment or talent acquisition
team.
This is a MANAGEMENT SERVICES position with the
Department of Public Safety and Correctional Services. The incumbent serves at
the pleasure of the appointing authority.

POSITION DUTIES
As the Deputy Director
of Recruitment, Exams, and Promotions, the incumbent will ensure that all
members of the DPSCS Recruitment Unit are adhering to COMAR, MD State Personnel
and Pension Articles, and the Agency hiring standards as they relate to recruitment,
examination and retention efforts performed for all positions within the DPSCS.
This position will oversee recruitment efforts to fill vacant positions, coordinate
promotional opportunities, test development and validation, and the
implementation of retention strategies. In conjunction with the Director, the
incumbent will also lead several administrative functions including:
Policy Administration and Management
- Establishing procedures and methods for conducting recruitments and examinations for all agency classifications to ensure that sufficient pools of qualified applicants are available for filling vacancies.
- Ensuring that all appointments are made in compliance with the appropriate laws and regulations and resolves appeals/ grievances.
- Promoting the development of retention strategies and statistical data collection by implementing strategies as they relate to recruitment, examination and retention.
- Overseeing promotional processes for mandated positions.
- Managing field and administrative recruitment teams.
Strategic Planning and Stakeholder Engagement
- Establishing organizational goals and strategies based on evidence based practices, current trends, statistical data, and workforce forecasting.
- Identifying and collecting data/information from a variety of stakeholders and sources in an objective, unbiased manner in order to enable strategic and leadership decision making for recruitment and retention.
- Maintaining a liaison and coordination relationship with Agency Hiring Managers and with the DBM Recruitment & Examination Division of the Office of Personnel Services and Benefits.
- Providing training, guidance and technical assistance and interpretation to Appointing Authorities, Agency Heads, Program Managers and agency HR staff regarding recruitment, examination and retention in accordance with the State Personnel Pension Article and COMAR.
- Planning, coordinating, and attending job/ career fairs to represent the DPSCS in the recruitment of qualified applicants and provides technical assistance to operating agencies regarding recruitment and selection procedures/guidelines.
- Drafting narrative and statistic reports for recruitment, testing, auditing, budgeting, and reporting.
MINIMUM QUALIFICATIONS
Education:
Possession of a bachelor's degree from an accredited college or university.
Experience: Five
(5) years of professional HR experience involving recruitment and talent
acquisition. At least two (2) years must have been in an HR supervisory
capacity.
Note: Additional HR management work in the areas of
recruitment and selection or talent acquisition may be substituted on a
year-for-year basis for up to four (4) years of the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference may be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
- Experience with State Service HR and recruitment
- Experience with providing guidance to management and employees regarding state employment, compensation, classification and other aspects of Human Resources
- Experience with processing and/or approving HR transactions in Workday
- Experience with recruitment tasks in JobAps
- Two or more years of supervisory experience
- Experience with large volume of recruitments
SPECIAL REQUIREMENTS
1. Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.
2. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
