Main Purpose of Job

The main purpose of this position is to direct personnel functions and provide guidance and oversight of human resource services for the State Board of Elections (headquarters) and 20 Local Election Boards. This position is responsible for the development and implementation of all personnel procedures; interpretation of policies and laws as they affect management and employees; oversight of the preparation of classification and compensation actions; recruitment and employment services; PEP program, and employer-employee relations. This position interprets and applies provisions of the Merit System Law, rules, policies, and procedures. The incumbent also oversees agency-wide coordination of benefits, retirement, ethics, and State ID cards. The employee in this position manages these responsibilities in accordance with the State Board of Elections’ mission statement and the role of the State Board of Election’s personnel office. This position requires expert knowledge of COMAR rules and regulations, SBE policies, and HR procedures, to manage, explain, advise, and counsel employees, supervisors, managers, and department heads.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university

Experience: Five years of professional HR experience involving recruitment, employment services, classification, and compensation, and employee relations. One year supervisory experience required.

Notes: Candidates may substitute an additional two years of human resources experience for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Three years of experience developing and implementing HR policies and procedures.

2. Three years of experience processing and approving transactions using the Workday system.

3. Three years of experience with processing recruitments in JobAps.

4. Three years of experience with the State Disciplinary Process, grievances, appeal process, COMAR, and Office of Administrative Hearings.

5. Three years of experience with the Maryland State Retirement System.
