Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Manufacturing Program Manager within its Division of Business and Industry Sector Development, Office of Strategic Industries & Entrepreneurship. 



This is a special appointment position that serves at the pleasure of the appointing authority.

Main Purpose of Job

This position is responsible for recommending and implementing strategies to promote employment growth within Maryland’s manufacturing sector, playing a key role in developing sector strategies to foster greater economic growth in Maryland’s manufacturing sector. This position serves to coordinate and collaborate with organizations, associations and academia as a representative of the manufacturing industry.

POSITION DUTIES

This position will facilitate creation and growth of partnerships with organizations and associations focused on manufacturing in Maryland.  Expansion activities will include planning and executing outreach programs, and developing unique initiatives, programs and/or partnerships. This position also manages the Maryland Manufacturing 4.0 grant program and provides oversight of the Manufacturing Grant Manager. The Program Manager will also represent Commerce as requested on industry-related, advisory boards and committees, attend conferences, trade shows and related engagements to market Maryland and will collaborate with, provide advice and recommendations to the Senior Director, on Legislation; news articles relevant to and/or impacting manufacturers, locally or globally; grant requests and funding requests; and performance metrics.  Through the relationships established with these entities, as well as internal collaboration with departmental subject matter experts and regional representatives, Commerce will increase sector expansion.

 

The selected employee will possess excellent interpersonal skills to work with and maintain effective working relationships with high level public and private sector officials; excellent written and oral communication skills; the ability to handle multiple, concurrent and high priority projects and possess proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.

 

Some statewide travel is required, as is, attendance at out of State conferences.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Business, Finance, Real Estate/Land Use, or related industry field 

         AND 

Experience: Six (6) years of experience in industrial, business or economic development; marketing; planning; finance; commercial real estate; manufacturing; or related field. Equivalent combination of education and experience is acceptable.

 

Notes: 


1. Additional Business and Finance, Real Estate/Land Use, or related industry field may be substituted on a year-for-year basis for the required education.  


2. Additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience. 


3. U.S. Armed Forces military service as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1) Preference will be given to candidates with demonstrated knowledge of and work experience in Manufacturing.

2) Proficiency with the Maryland State legislative process relating to manufacturing programs, policies, regulations.

3) Working knowledge of manufacturing challenges and opportunities specific to Maryland.

4) Supervisory experience.


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Some Statewide travel is required.

Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
