Introduction

The Maryland Department of Commerce is seeking qualified applicants for Program Manager (PM), Agriculture Innovation & Rural Development within the Division of Business and Industry Sector Development, Office of Strategic Industries & Entrepreneurship. 


This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Program Manager will recommend and implement strategies to promote growth within Maryland’s agribusiness sector, focus on agriculture technology and innovation; develop collaborations and partnerships to support cross-sector R&D opportunities; and will have an industry specific focus on Forestry and  Forest Products.  Support of agriculture technology and innovation includes integrated precision agriculture, controlled environment agriculture, food product innovation and system technology integration. The position works with rural regions across Maryland to support infrastructure and sustain and grow key sub sectors such as food production, processing, packaging and value-add activities, forestry, forest products, algae, aquaculture, and distribution. 

POSITION DUTIES

The position will ensure these industries have resources and a conducive environment to encourage startups, attract new business and investment, and assist established firms to grow and expand. The partner support network for Maryland agribusiness consists of an extensive range of private firms, government, academic and NGO organizations that assist the sector; the development of Commerce’s strategy is designed to complement partners’ programs.  For the forestry sector, the position works with sector stakeholders to influence and grow the industry’s economic impact for the State. While this position will promote statewide growth in these areas, rural Maryland will be a key focus area and the incumbent will be familiar with specific challenges and opportunities in rural areas throughout the state.  The Program Manager will represent Commerce as requested on industry-related advisory boards and committees, attend conferences, trade shows and related engagements to market Maryland; and will collaborate with, provide advice, and recommendations to the Senior Director, on legislation and news relevant to and/or impacting agribusiness and rural development, locally or globally. Through the relationships established with these entities, as well as internal collaboration with departmental subject matter experts and regional representatives, Commerce will increase sector expansion.


The selected employee will possess excellent interpersonal skills to work with and maintain effective working relationships with high level public and private sector officials; excellent written and oral communication skills; the ability to handle multiple, concurrent and high priority projects and possess proficiency with the Microsoft Office Suite, Google Mail and/or other relevant software. 


Statewide travel and attendance at out of State conferences required.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Business, Finance, Real Estate/Land Use, or a related industry field.  

AND 

Experience: Six (6) years of experience in industrial, business or economic development; marketing; planning; finance; commercial real estate; manufacturing; or related field. 


NOTES:

 

1.Additional business, finance, real estate/land use or related industry field may be substituted on a year-for-year basis for the required education.

 

2.Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year–for-year basis for the required general experience.

 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) Demonstrated knowledge of and work experience in Agribusiness.

2) Demonstrated knowledge of and work experience in forestry industry and technology landscape.
 
3) Proficiency with the Maryland State legislative process relating to agriculture, agribusiness and/or forestry programs, policies, regulations.

4) Working knowledge of agribusiness challenges and opportunities specific to Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Some Statewide travel is required.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
