Main Purpose of Job
The Executive
Director of Professional Development and High Quality Instructional Materials provides
strategic leadership to implement a vision in coordinating,
developing, implementing, and evaluating high quality, relevant and timely
professional learning experiences, (in-person and virtual) for prekindergarten
through grade 12 programs and initiatives. This position leads the deployment
of best in class, evidence-based professional development to local education
agencies (LEAs) aligned to professional learning standards that support
educator effectiveness and student outcomes. Additionally, this position provides
leadership, design expertise, and oversight to all statewide professional
learning initiatives such as, but not limited to: managing and monitoring
continuous development of school leaders and teachers through effective
professional learning that is relevant, job-embedded, and customized to the
needs of individual staff; leadership for compliance monitoring, technical
assistance, and evaluation of programs for the federal Title IIA grant;
professional learning to support the adoption and implementation of high-quality
instructional materials (HQIM) in Maryland for prekindergarten through 12th
grade; and professional learning in support of educator usage of HQIM
materials.
The Executive
Director of Professional Development and Hight Quality Instructional Materials
is responsible for establishing a design framework for educator professional
development, assessing implementation for continuous improvement, developing
organizational structures needed to support high-quality professional learning,
and building an efficient infrastructure for publishing and communicating
professional learning opportunities. This position also supports the Deputy
Superintendent of Teaching and Learning to align strategy, planning, and
development with MSDE’s overall initiatives and objectives.
Additionally, the Executive Director of
Professional Development and Hight Quality Instructional Materials provides
high-quality, sustained engagement with LEAs and early learning providers, and
other key stakeholders (i.e., institutions of higher education, nonprofits;
community-based programs etc.) in supporting the development and implementation
of professional development for every Maryland educator, with an eye towards preparing
them to support historically underserved students. This position collaborates
with MSDE content teams, offices, and divisions to analyze impact and
evaluation data from professional development experiences and supports teams in
utilizing the data to refine professional development opportunities. This
position supports the Maryland State Department of Education’s efforts in
implementing the multiyear Strategic Plan and the Blueprint for Maryland’s
Future.
POSITION DUTIES
Provides leadership, management, and support for
the implementation of best-in-class professional learning experiences aligned
to State and National Standards and evidence-based practices.
- Provides strategic leadership and support of statewide high-quality professional learning programs and initiatives and leads the strategy, planning, and execution of the Maryland High Quality Instruction Materials (HQIM) Initiative.
- Provides leadership and guidance in the alignment and creation of professional development related to the implementation of prekindergarten through 12 high-quality instructional materials (HQIM) and for working collaboratively with offices, departments, and branches to plan, coordinate, evaluate, and align professional learning.
- Leads the process for monitoring and updating professional learning resources and facilitates the process for formatting, revising, editing, and preparing professional learning standards, and framework documents for publication on the MSDE website.
- Leads stakeholder focus groups, committees, and work groups related to developing state-wide data-based professional learning initiatives and serves in a liaison role with institutes of higher education related to professional learning, teacher mentoring, induction, student teaching and principal preparation.
- Engages MSDE’s Division of Educator Certification and Program Approval to review and provide feedback on teacher preparation programs and develop mentor and new teacher support.
- Facilitates the development for deploying and maintaining a multi-year plan for professional learning.
- Supports design and leads implementation of initiatives to increase the number of teachers who participate in high-quality professional learning (HQPL) grounded in the skillful use of HQIM.
- Develops statewide and differentiated professional development rooted in evidence-based practices for accelerating student achievement for historically undeserved students and communities.
- Leads the design and deployment of high-quality professional learning, leadership support compliance monitoring, technical assistance, and evaluation of programs.
- Organizes monitoring for the strategies, initiatives, and interventions of for the Title IIA federal grant and other grants assigned to the Branch.
- Evaluates and monitors LEA sub-grants and budgets for adherence to federal guidance, use of evidence-based strategies, and outcomes.
- In collaboration with MSDE’s Division of Financial Planning, Operations, and Strategy, provides fiscal coordination and accountability for all grant programs and initiatives related to professional development such as the High-Quality Instructional Materials, Maryland Leads, ROSE, and Maryland Rebuilds grant initiatives.
MINIMUM QUALIFICATIONS
Education: A
Bachelor’s Degree in Education or a related area from an accredited college or
university.
Experience: Five (5) years or
more years of experience in managing and leading educator professional
development, professional learning or related programs for school leaders and
teachers in prekindergarten through 12 settings. One year of this experience must
include supervising and/or coaching professional education staff.
Note:
Candidates may substitute the possession of a Master’s degree or
the equivalent of 36 credit hours of post-baccalaureate course work in Education,
Education Administration, professional development or a related area for two
years of the required experience directly related to the position.

- Knowledge and experience with leading collaborative groups, such as professional learning communities, data-dialogue, lesson study, peer coaching/mentoring, and peer observation.
- Knowledge of national standards, trends, regulations, policies, and issues affecting educator professional development.
- Knowledge of federal Title IIA grants and professional learning standards that support the adoption implementation, and educator usage of high-quality instructional materials (HQIM).
