Main Purpose of Job
This coordinator position responsibilities are to provide project management oversight in the Division of Assessment, Accountability and Performance Reporting, and operational oversight within the Division to support Department priorities including the Maryland Strategic plan and the Blueprint for Maryland’s Future. The position requires extensive background and knowledge of the requirements and operational details of the Maryland Comprehensive Assessment Program, the Maryland State Education Accountability Program, and federal and state requirements.
POSITION DUTIES
Provides direction and coordination of the
Division of Assessment and Accountability budget, procurement and contract
processes:
·
Supervise the preparation and administration of
the Division’s budget and required departmental planning documents. Approve
specific appropriations and financial records for account status and reporting
requirements.

Work with Executive Directors and Assistant
State Superintendent to identify and address budget issues on a regular basis
throughout the fiscal year.
·
Supervise the preparation of the Division
responses to proposed budget analyst requests.
Work
with Office of Financial Planning, Operations and Strategy on the Division
budget and grant activities.
·
Direct internal fiscal work team in
implementing budget policy and statutes to ensure compliance.
·
Work with Office of Procurement on the
Division’s procurement, MOUs, and contractual activities.
·
Manage the Requests for Proposal, Requests for
Quotes, Technical Services Procurements (TSP’s) and Consulting Services
Procurements (CSP’s), and contract addendums and renewals for the Division.
·
Coordinate the creation and/or renewal of
contracts for contractual staff.
·
Collaborate with the Procurement Officer,
Contracts Manager, and staff from the Attorney General’s office to ensure
procurements and contracts meet legal requirements.
·
Perform financial data analysis used to advise
and make recommendations for Executive Directors and Assistant Superintendent
to maximize assessment program’s spending plan.
·
Develop and monitor plan for allotting
resources.
Provides direction and management for the
Division’s comprehensive assessment system used for measuring the academic
achievement of students as required by the Every Student Succeeds Act (ESSA),
and state requirements including the Blueprint for Maryland’s Future:

Develop, implement, and manage short and long
range project plans for assessment program operations and resources.
·
Manage the organizational structure and
staffing needs for assessment programs based on roles and responsibilities.
·
Manage process to document development,
implementation, and management of assessment programs.
·
Manage the revisions of the design, development,
and implementation of the next generation of tools that can integrate across
platforms, are mobile, and ensure accessibility.
·
Manage the creation and validation of programs
that integrate assessment and learning modules.
Provides direction and management for the Division’s
Information Management systems used for measuring the outcomes of students,
schools, local education agencies, and the State as required by the Every
Student Succeeds Act (ESSA) and in state requirements, including the Blueprint
for Maryland’s Future:
· Develop, implement, and manage short and long
range project plans for educational accountability program operations and
resources including data collection and reporting systems.
· Manage the organizational structure and
staffing needs for educational accountability programs based on roles and
responsibilities.
·
Manage the revisions of practices, policies,
and guidelines to ensure privacy and information protection for educational
accountability programs.
·
Manage the creation and validation of programs
that integrate advanced reporting. Monitor the research and development of
emerging technologies.
MINIMUM QUALIFICATIONS
Education: A
Bachelor’s degree from an accredited four-year college or
university.
Experience: Five (5) years of
experience working with large scale accountability systems,
school performance, assessment, and program analysis and reporting initiatives;
and/or high-leverage and large scale education programs in school district,
nonprofit, governmental entity, and/or university settings. Experience must include
successfully supervising, evaluating, and/or coaching professional staff.
Notes:
1.
Candidates may substitute
the possession of a Master’s degree or the equivalent of 36 credit hours of
post-baccalaureate course work in mathematics, STEM, education or a related
area for two years of the required experience directly related to the position.
2.
The required field
of education and experience are unique for this posting and are established by
MSDE in accordance with Education Article, Section 2-104 of the Annotated Code
of Maryland. The specific education and experience qualifications for each
position are on record in the Office of Human Resources.
3.
Candidates may
substitute U.S. Armed Forces military service experience at a rank of
Corporal/Petty Officer or higher as a commissioned officer in Education Program
classifications or Education Program specialty codes in the Education field of
work on a year-for-year basis for the required experience and education, one
year of which must have been in an administrative supervisory or consultative
capacity.

- Skills in effective formative and summative assessment design, and management of large-scale assessment and evaluation contracts and projects.
- Skills and experience in data analysis and in delivering, designing, and evaluating effective performance reporting, data visualizations and communication material.
- Skills in managing competing priorities and executing on time sensitive deadlines.
- Skills in critical thinking and the ability to analyze problems and devise effective solutions.
- Ability to interpret and apply learning standards, policies, and regulations.
- Ability to cultivate and manage effective working relationships across various offices/divisions, governmental entities, and community-based stakeholders to successfully implement programs and initiatives.
- Ability to organize, prioritize, and manage multiple tasks and to work as a team leader.
