Introduction
The Maryland Department of Labor is seeking a Director of Policy. This is a senior position in the Secretary’s office and the individual is responsible for developing and leading key policy initiatives and advising the Secretary, Deputy Secretary and Division leadership. The position requires a creative thinker who can work in a fast-paced environment to generate policy ideas, develop and draft proposals, gather necessary supporting data and information, and drive advocacy and implementation of these initiatives to advance Departmental goals. Main Purpose of Job
Research, develop and advance monitor policy initiatives, both Division-specific and
Department-wide. Designated duties will support Labor in its functions of promoting, planning,
developing and implementing programs, as required by statute, regulation, executive order
and/or departmental priority that will facilitate efficient and effective delivery of departmental
services to the citizens of Maryland.
POSITION DUTIES
Duties of this position include but are not limited to:
Manage policy processes and coordinate with personnel in the Office of
the Secretary and in Labor Divisions and Labor Office of the Attorney
General (OAG). Integrate legal analysis, policy and program goals, and
regulatory and legislative changes to ensure effective implementation of
laws that affect Labor programs. Develop and implement policy proposals
and strategic plans for policy execution plans on behalf of the Secretary
and Department leadership.
Coordinate with senior staff at other state agencies on policy and legal
issues of mutual interest and overlap including work on inter-agency task
forces and working groups. Responsible for drafting policy materials,
executing initiatives, and making recommendations to Departmental
leadership.
Works alongside Legislative and Regulatory Director, Director of Federal
Relations, and other Senior Staff in Governor’s Office to research,
develop, and monitor policy initiatives within Labor and the Labor
portfolio from the General Assembly, Maryland Congressional
Delegation, and Federal Agencies.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Bachelor’s degree from an accredited four-year college or university in Public Administration or Policy, Economics, Government, Business Administration, or related field
AND
EXPERIENCE: At least 6 years of recent professional experience in policy analysis, economic development, legislation, or business, with 3 years of legislative and/or policy affairs experience; 2 years of the total experience must also include the supervision of employees, and/or overseeing and coordinating operations of a unit.
An equivalent combination of education and experience will be accepted.
DESIRED OR PREFERRED QUALIFICATIONS
Duties of this position include but are not limited to:
2-5 years' experience in policy development, analysis, and/or advocacy roles
Demonstrated success developing and implementing policy
initiatives.
Superior writing, research, and analytical skills
Excellent communication, presentation, and interpersonal
skills
Proven project management experience
Ability to work independently and as part of a team.
Good judgment and decision-making skills
Ability to set timelines and meet deadlines.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud.
