Introduction
The Maryland State Department of Education is dedicated to supporting a world-class educational system that prepares all students for college and career success in the 21st century. With excellent stewardship from our divisions, we oversee State and federal programs that support the needs of a diverse population – students, teachers, principals, and other educators throughout Maryland. As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES
- Planning, directing, and administering the Office of Field Services Program while striving to innovate process improvements and customer service
- Directing and monitoring a quality service delivery system of vocational rehabilitation, in accordance with federal and state laws and regulations, that promotes the achievement of independence and competitive integrated employment by consumers.
- Establishing policies and procedures for the Office of Field Services
- Overseeing and managing program human capital and financial resources
- Providing direct leadership to six Regional Directors, as well as coordinating, managing, and evaluating the performance of over 200 front line professional and support staff located in offices throughout Maryland
- Developing, managing, and monitoring an annual operating and case service budget of approximately $40 million
- Analyzing human capital data to determine appropriate organizational structure and allocation of staff statewide to ensure resources are maximized
- Engaging with business, community, and workforce partners to promote employment opportunities and successful employment outcomes for consumers
- Developing and expanding employment opportunities for people with disabilities through the implementation of cooperative programs with community rehabilitation providers
- Building and expanding effective relationships with business and governmental agencies
- Adhering to applicable federal and state laws, regulations, policies, and procedures in the delivery of a quality system of vocational rehabilitation
- Monitoring case activity and expenditures
- Ensuring highly effective performance management practices are utilized and evaluated
MINIMUM QUALIFICATIONS

- Demonstrated knowledge of personnel management practices
- Demonstrated knowledge of DORS case services policy and procedures
- Demonstrated history of active engagement with the DORS Workforce Innovation and Opportunities Act (WIOA) partners
