POSITION DUTIES

The main purpose of this position is to ensure the integrity of all Child Nutrition Program Institutions and Local Education Authorities (LEAs) by leading the assessment and monitoring activities of the Program Compliance specialists. This position will work to evaluate that the various nutrition programs are operated in compliance with State and federal regulations and ensure the optimum nutrition standards are available for all education and sponsoring agencies throughout the state of Maryland.

Position Duties: 
  • Plan, coordinate, supervise and evaluate the work of Program Compliance Specialists. 
  • Interpret and implement federal and State regulations and policies that govern all Child Nutrition Programs. 
  • Lead Program Compliance specialists in coordinating ongoing assessment and monitoring efforts. 
  • Develop and implement procedures to assess federal and State integrity of Child Nutrition Program Institutions and LEAs. 
  • Consult and coordinate with Program Compliance specialists, Child Nutrition Program specialists, and appropriate U.S. Department of Agriculture (USDA) staff to assure ongoing compliance with regulations and procedures related to program assessments. 
  • Advise the Program Compliance Section Chief on technical assistance and training needs. 
  • Travel throughout the State to oversee, assess and monitor staff and Child Nutrition Programs. 
  • Assess and interpret compliance with federal and State. 
  • Prepare nutritional assessments and make recommendations to improve the nutritional content of meals served to students to enhance their health and educational achievement. 
  • Analyze and communicate areas of compliance, noncompliance and program strengths and weaknesses through written reports and verbal presentations to Institutions and LEAs. 
  • Deliver reports, orally and in writing, to Superintendents, USDA, Nutrition Directors and Program Supervisors. 
  • Develop and present technical assistance and high quality, effective training for Nutrition Program participants.

MINIMUM QUALIFICATIONS

Education: Master’s degree or equivalent 36 credit hours of post baccalaureate course work in Nutrition, Dietetics, Consumer Science, Food Service Management, Institutional Administration, Public Health or a related field.

Experience: Three (3) years of professional experience in assessing compliance with federal law and regulations or Child Nutrition Programs.

Note: 
1.    Candidates may substitute a Bachelor’s Degree and 5 years of the specified content experience to satisfy the Minimum Qualifications noted above. 
2.    Candidates may substitute a Doctorate Degree and 2 years of the specified content experience to satisfy the Minimum Qualifications noted above. 
3.    The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

  • One year of supervisory experience with monitoring compliance of Child Nutrition Programs, including the National School Lunch Program, School Breakfast Program and Child and Adult Care Food Program.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Knowledge of federal laws and regulations governing food service and School and Community Nutrition Programs. 
  • Knowledge of food safety, menu planning and food production. 
  • Experience in assessing programs, identifying problems and determining improvements/solutions. 
  • Experience in supervising, leading and mentoring staff. 
  • Experience in organizing, developing and conducting training programs.   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
