As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

This is a clinical level position with the Division of Rehabilitation Services, Rehabilitation Technology Services Program that specializes in the application of computer based and other assistive technologies that when applied, promote employment, economic self-sufficiency and/or independence of individual with disabilities, specifically individuals who are blind, visually impaired, and/or deaf blind.

Position Duties Include: 

Assistive Technology
Perform detailed and comprehensive clinical assessments of individuals with disabilities, specifically individuals who are blind, visually impaired, and/or deaf blind to determine potential need for and benefit from computer based and other assistive technology. Make recommendations that address the functional limitations and meet the target goals. Provide assessments at home, training, work sites, and college to determine most appropriate application of assistive technology and related accommodation strategies. 

Perform the following Assistive Technology Support Services and Training, as appropriate: Setup, configure, and troubleshoot computer systems and a variety of assistive technology in accordance with individualized assessment recommendations. This can occur in a consumer’s home, worksite, training program, college, etc.  Conduct group and/or individual assistive technology hardware/software training, such as JAWS, VoiceOver, TalkBack, ZoomText, assorted apps for low vision and blindness, assorted notetakers and Braille displays, scan and read applications, on a variety of platforms to include Apple, PC, and Android products.  Provide technical support to individuals who have received assistive technology. Create accessible training and reference materials for consumers to use when learning technology.   

Case Documentation  
Prepare case documentation in accordance with Agency and WTC guidelines written clinical assistive technology reports which contain accurate and complete information associated with the assessment and/or training, including assistive technology recommendations which address the functional limitations. Adhere to policies and procedures involving proper execution of Agency and WTC case documentation requirements related to service provision.  

Coordinate case services with the consumer, relevant professional staff, referral sources, and significant others. Monitor and track clinical caseload to ensure services are provided within Agency WTC timeframes.  

Technical Assistance
Provide technical assistance to DORS staff regarding assistive technology products and/or software to ensure and enhance their knowledge base for interpreting clinical reports and the related recommendations for the purchase of products for consumers. Serve as liaison to field/OBVS staff for demonstrations of products and software.  

Reasonable Accommodations
Serve as part of the clinical assessment team for the provision of assistive technology assessments and training for DORS and MSDE staff requesting reasonable accommodations. Conduct clinical assessments for DORS and MSDE staff as part of the reasonable accommodation request/process. Provide consultation to staff and supervisors regarding the interpretation of clinical assessment reports and the purchase of recommended assistive technology and/or software for MSDE/DORS staff.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree

Experience: Two years of professional experience installing, configuring, troubleshooting, and training on assistive technology within rehabilitation programs for individuals who are blind, visually impaired, and/or deaf/blind

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Possession of a master's degree from an accredited college or university
  • Certifications with RESNA (ATP), CATIS, CSUN, or software developers such as JAWS, Fusion, ZoomText
  • Fluency in Braille 
  • Experience in developing training curriculum  
  • Experience using Commercially Available Technologies and their accessibility settings, including Apple iOS, Android OS, Windows OS, Microsoft Office and Internet browsers 
  • Experience interpreting medical eye reports, analyzing for medical implications for visual functioning, assessing for functional limitations, and developing and implementing individualized objective-based learning and intervention programs through task analysis and strategies (which include the use of visual techniques, non-visual techniques, strategies and problem-solving skills)

SPECIAL REQUIREMENTS

This position may involve lifting and carrying 50 pounds, stooping, bending, reaching, and climbing with or without a reasonable accommodation.
