As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

The purpose of this position is to provide leadership and support in the development, implementation, coordination and monitoring of statewide Division of Rehabilitation Services (DORS) policies and procedures regarding Social Security Administration programs, particularly regarding cost reimbursement and Ticket to Work. This position is responsible for advanced level work in rehabilitation services within the Office of Administration and Finance, Social Security Programs Unit.

Duties Include:
  • Assisting in the development, coordination and provision of staff training activities related to the Ticket to Work program, Social Security Disability Insurance (SSDI), Supplemental Security Income (SSI), and Work Incentives/Benefits Planning Services
  • Facilitating employment and SSA benefits verification and Ticket to Work data sharing
  • Providing verification of public benefits and wage information, as well as Ticket to Work assignment availability  Liaison between DORS and community partners including Social Security, the Ticket Program Manager, private Employment Networks, and other state VR programs
  • Developing case management analytics to track and evaluate Ticket and cost reimbursement
  • Providing statewide training and technical support to DORS staff and partners on Social Security related programs
  • Providing referral and technical assistance to Social Security beneficiaries interested in and/or receiving DORS services
  • Supervising agency staff who support cost reimbursement and other Program Income revenue producing sources
  • Verifying and processing wage and benefit information to ensure accuracy, and reporting such data through VR case management, cost reimbursement software, and the SSA Ticket Portal
  • Participating in Quality Assurance reviews and Policy review committee meetings
  • Maintaining agency, State. and Federal clearances, including SSA Suitability clearance for the purposes of data sharing

MINIMUM QUALIFICATIONS

Education:  A Master’s degree or at least 36 hours of equivalent post-baccalaureate course work from an accredited college or university

Experience: Three years of professional experience in rehabilitation or disability determination services

Notes:

1. Bachelor's Degree and two additional years of experience as described above may be substituted for the required Master's degree.

2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104, Annotated Code of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience with Social Security programs, claims preparation, and benefits planning services 
  • Experience in technical writing in accordance with local, state, or federal regulations

This recruitment is limited to employees in the MSDE Division of Rehabilitation (DORS). Please note that this includes Disability Determination Services (DDS) employees.
