Main Purpose of Job

The Deputy Learning Officer (DLO) supports the Chief Learning Officer (CLO) by providing oversight to the Professional Development, Online Learning, and Instructional Design Units. This includes the overall design, coordination, delivery and evaluation of in- person and online (e-learning) trainings both synchronously and asynchronously as well as providing agency level administration of the statewide Learning Management System (LMS) “The HUB”. The DLO ensures that employees have access to appropriate training consistent with established initiatives and ADA compliance according to federal 508 requirements. In addition, the position is responsible for identification of the need to design additional specialized training, which addresses the leadership, management and organizational development needs of the Department of Human Services (DHS). The DLO also makes recommendations for the development of both instructor led training and online sessions. 

POSITION DUTIES

  • Develop, communicate, implement, manage and is accountable for the online development and professional development programming of the DHS Learning Office. 
  • Provide recommendations and advice concerning professional development best practices to DHS’ CLO.
  • Provide customer service to both internal and external customers that meets or exceeds the standards set by the Department. 
  • Oversee the design and implementation of classroom based and online courses and modules to support the Departmental training plan and other departmental initiatives consistent with strategic training goals.
  • Conduct and coordinate delivery of training programs designed to develop and update targeted employee competencies consistent with identified training needs and DHS’ strategic training goals. 
  • Maintain a training schedule consistent with DHS’ strategic training goals, timely posts course registration information and reports identified course attendance data after delivery of training. 
  • Serve as a secondary agency administrator of The HUB which includes ensuring anything posted is 508 compliant, design and development of online learning materials utilizing html and javascript, and Adobe Captivate. 
  • Provide oversight to the various Department learning projects which includes coordination of learning officers throughout the Department, monitoring training related contract deliverables, and management of instructional design projects. 
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelors’ degree from an accredited four-year college or university, preferably in Education, Organization Development, Communications, or related field from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work, two years of the required experience must have been in Talent Development (Training and Facilitation and/or Instructional Design and/or Online Learning) and in supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
Two-years experience in Talent Development (Training and Facilitation and/or Instructional Design and/or
Online Learning)
One year experience creating spreadsheets with Microsoft Excel, Numbers or Google Sheets.
One year experience hosting virtual training via online meeting platforms such as Zoom, Web Ex, Google
Meets, Microsoft Teams, etc…
One year experience designing slides with Microsoft Powerpoint, Keynote or Google Slides
Two years experience designing documents with Microsoft Word, Pages or Google Docs

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.
