Introduction

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

  • Directs and coordinates all activities of the internal policy unit
  • Provides managerial level supervision to policy analysts 
  • Plans, coordinates, supervises, and evaluates the work of policy analysts 
  • Assists the director in the development of an internal policy management plan that incorporates the annual policy review process, annual forms review process, and ongoing record management tasks
  • Assists the director with planning, development, and coordination of major policy initiatives, providing expertise in policy analysis to help ensure that behaviors in the workplace conform to requirements and expectations. For example, responses to Department of Justice inquiries, MOSH and OSHA inspections, Department response to legislative audits, reports or non-compliance by the Department’s Office of the Inspector General, implementation of new laws, etc.
  • Conducts research and analysis necessary to develop, and determine the impact of proposed policy and procedures on administrative and operational responsibilities  
  • Represents the Director at committee meetings

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor's degree from an accredited college or university in Public Policy, Political Science, English, or related field.

Experience:  Four years of writing and editing public policy, legal, or technical documents, of which two years is in a manager or supervisor role responsible for editing the writing of subordinate staff.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.


  • Professional experience with project management
  • Juris Doctorate and/ or Graduate Degree
  • Experience in law, public policy, or related area
  • Knowledge and practical understanding of corrections, parole and probation, reentry services, government administration as well as the applicable Maryland codes and State of Maryland regulations and guidelines
