This is a Management Service position and serves at the pleasure of the Appointing Authority, the Adjutant General of Maryland. This position is also considered Emergency Essential.

Main Purpose of Job

The Maryland Military Department (MMD) Directorate of installations (DI)/ Construction Facility Management Office (CFMO) Facilities Management (FM) Branch is responsible for the operations and maintenance (O&M), life-cycle replacements, facility restorations and modernizations, grounds maintenance, utility services, energy management, and fire and emergency services for all MMD facilities. This includes oversight of engineering operations such as military engineer construction projects and the agency self-help program, Challenge Program and Maryland Defense Force, MDDF, facilities. This position functions as the Deputy Director of Installations. It's responsible for the daily operation of the Department and assists with generating policy and procedures, ensuring adherence to policy and procedures, coordinating with other CFMO Branches, Director of Installations, and the Department of General Services. Review of projects and scopes of work, supervising subordinate staff and mentoring them in facility management, and conducting field visits for quality control and quality assurance.

POSITION DUTIES

As the Deputy Director of Installations, this position will assist the Director of Installations.  Duties will include but are not limited to the following:

· Ensures preventative maintenance program is fully executed.

· Uses and reviews reports from the eMaintenance Work Order System  to manage agency work orders, assign projects, and manage project progress.

· Coordinates resource requirements with Resource Management Branch and Contract Management Branch within the Installations Department.

· Strives for organizational transparency by communicating status of facilities and projects in an active and passive capacity.

· Adheres to state procurement policies and strives to meet MBE goals while implementing cost effective procurement practices to include oversight of CPC purchases to ensure cardholders are using properly.

· Ensures all MDARNG facilities have utility services at all times. Ensure all utility services are reported in a timely manner.

· Ensure facility operations include energy management.

· Execute O&M and projects in accordance with energy management policy and principles. Supervise the Energy Manager.

· Executes management and indirect supervision of facilities custodial and grounds-keeping staffs' activities to ensure adherence to facilities' appearance standards.

· Develop management of Troop Labor Projects to include military engineer approved projects and military unit self-help projects.

· Assigns projects, establishes priorities, reviews scopes of work and request for proposals, and inspects contracted work.

· Uses Pride WEB for completion of NGB Form 420-R to validate project and obtain CFMO approval prior to project execution.

· Ensures staff complies with agency policy and procedures, State and Federal regulations and laws.

· Actively participates in the State of Maryland performance Evaluation Program (PEP) as the evaluated employee and as the supervisor.

· Coaches and mentors subordinate staff. Ensures staff receive appropriate level of training for the position. Establishes attainable goals. Works to improve the performance of the staff.

 

MINIMUM QUALIFICATIONS

Five years’ experience in state facility management.

PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) Five years of experience direct supervision of trade positions including supervisors.

2) Three years of experience coordinating real property repair and maintenance projects through the Department of General Services.

3) Proven Excel, Google sheets and/or Smartsheet, and eMaintenance  experience.

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel thought the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position requires, as a condition of employment, the ability to obtain a federal Common Access Card (CAC) and requires a criminal background check. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points on their driving record.
