Main Purpose of Job

The Bureau Director of Administrative Services for the Howard County Health Department oversees the day-to-day administrative functions of the Health Department to include: fiscal, purchasing, information technology, human resources and facilities. Oversight includes: assuring operations are running effectively, pro-actively problem solving issues that arise; ensuring that the necessary administrative policies and procedures exist and are kept current; convening administrative units to facilitate improved coordination and communication; serves as a bridge between programmatic bureaus and administration; ensures a welcoming and responsive customer service culture exists; and provides supervision, support and necessary back-up to the directors of the administrative units. Serves as the HCHD’s Administrator to Maryland Department of Health.


Qualified candidates must possess a bachelor's degree from an accredited college or university and a minimum of 6 years of professional experience with health services operations including three (3) years of supervisory or managerial experience.

Health Services Operations experience includes experience with fiscal and budget, procurement, human resources, and/or information technology.


Desired qualifications include:
  • Experience with project management
  • Knowledge and experience with quality improvement
  • Strong problem solving skills


This is a Management Service position and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
