Main Purpose of Job

The Program Manager I serve as the Building Decarbonization Section Head for the Climate Change Program.  The Climate Change Program is responsible for developing and implementing Maryland’s nation-leading state policies to reduce and sequester greenhouse gas emissions to mitigate the impacts of climate change. The main purpose of this position is to improve the health and welfare of people and the environment while developing a dynamic clean energy economy in Maryland.

The Building Decarbonization Section Head will lead the design, development, and continuous improvement of the new Building Decarbonization Section within the Climate Change Program and implementation of the Building Energy Performance Standards (BEPS) regulations to achieve or exceed the requirements of the 2022 Climate Solutions Now Act. The incumbent in this position is responsible for direct supervision of skilled and professional employees in the Building Decarbonization Section and contract administration. The position works across the Climate Change Program and MDE and with stakeholders to develop and run a BEPS program that meets the State’s climate goals and is responsive to the needs of owners, managers, and occupants of covered buildings. In addition, the Program Manager also partners with internal and external stakeholders State and local government agencies, building owners, and nonprofit entities, federal and state program, and policy staff.

The incumbent in this position may be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.  

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Three years of experience supervising professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

NOTES:

(1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.
(2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • A Bachelor’s degree in business, architecture, engineering, policy, public administration, or related field.
  • Extensive experience in project management, design, operations, ownership, development, or improvement of buildings or in energy efficiency, green building, real estate, or finance.
  • Experience leading and supervising staff and consultants work performance and projects. 
  • Experience working in partnership with Maryland’s real estate community regarding understanding the priorities and concerns in the community. 
  • Exceptional analytical, interpersonal, organizational, and data management.
  • Experience integrating the perspectives of Maryland’s communities involving the impacts and outcomes of program design, the decision-making process or technical analysis. 
  • Experience working with State government on policies relevant to climate, energy, and sustainability.
  • Ability to synthesize and clearly articulate complex issues.
  • Strong analytical and problem-solving skills, results-driven and solutions-oriented.
  • Excellent written and oral communication skills.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year. 
SICK LEAVE – fifteen (15) days of accumulated sick leave per year. 
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child. 
HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
