Main Purpose of Job

This management level position within the Office of Human Resources directs and coordinates all activities related to the Public Health Services Infrastructure for recruitment, training, and retention initiatives. Public Health Services Units include the Laboratories Administration, Office of the Chief Medical Examiner, Office of Health Care Quality, Office of Population Health Improvement, Office of Provider Engagement and Regulation, Prevention and Health Promotion Administration, State Anatomy Board, Vital Statistics Administration and Local Health Departments.

This position will collaborate with the Public Health Services (PHS) Workforce Director and the Office of Human Resources to strengthen and support the public health workforce through an assessment of PHS core functions and personnel resources and implementation of a Workforce Development Plan. Development of strategies to support workforce needs and drive down vacancies. Provide direction and guidance to PHS Workforce Director to support workforce needs. Serve as key liaison with Public Health Services. 

This position provides senior level direction, management, and oversight of initiatives which promote workforce development for all public health positions. This position will work closely with the individuals and units within the Office of Human Resources and the Public Health Administration to manage educational assistance programs (i.e., certificate programs, other job enhancing initiatives), assist with the coordination activities of the internship and fellowship programs, the building and maintaining recruitment outreach linked to specific geographic areas across the state, and the coordination of social media and communications activities as it pertains to recruiting and attracting candidates for MDH. The primary goal is to be focused on hiring more quickly and retaining higher quality applicants for public health essential services. 

 *This is a contractual position funded through a public health grant.*

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree in human resources, business administration, public administration or related fields and 5 years of experience in human resources, including at least 2 years of experience in project management or workforce development.

SELECTION PROCESS

This is a Management Service position and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
