POSITION DUTIES
The Program Manager I: Public Affairs Manager is responsible for supporting daily public affairs operations to include planning, developing, and implementing the Maryland Military Department (MMD) public affair’s program and ensuring the departments goals are congruent with the Governor’s priorities.
Common Access Card (CAC) required. This position will require the ability to pass a Federal background check in addition to a State background to access some MMD facilities and computer systems by being issued a CAC card. The ability to obtain and maintain this access to the facilities and CAC card requirements is a condition of employment for this position.

·Provide photography, video,
and written articles for a variety of events.
·Coordinate and orchestrate
public affairs events on behalf of MMD.
·Develop digital content for
website and social media platforms related to public information and public
relations for MMD.
·Develop and consolidate
content for required weekly reports and submit to the Governor’s office.
·Research and draft written
responses to Public Information Act inquiries received by MMD.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience
in administrative
staff or professional work. One year of this
experience must be in public information, public relations, journalism, or
other related experience.
Notes:
1. Candidates may substitute the possession of a
bachelor’s degree from an accredited college or university with at least 30
semester credit hours in one or more of the following subjects: English,
Journalism, Public Relations, Communications or other related areas of
study for the required one-year experience in public information,
public relations, journalism or other related experience.

Candidates may substitute one year of U.S. Armed Forces military service
experience in a public affairs job classification for the required one-year
experience in public information, public relations, journalism or other
related experience.
DESIRED OR PREFERRED QUALIFICATIONS
One (1)
year experience using social media in a workplace setting, including Facebook,
Instagram, Twitter, and YouTube.
One (1) year experience
in speech writing and public speaking.
One (1) year experience
devising and implementing communications, public relations or marketing
strategies.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which
require the operation of a motor vehicle. Employees assigned such duties
will be required to possess a motor vehicle operator’s license valid in the
State of Maryland with less than 5 points to operate a state vehicle.

· Personal Leave - new
State employees are awarded six (6) personnel days annually (prorated based on
start date).
· Annual Leave - ten (10)
days of accumulated annual leave per year.
· Sick Leave - fifteen
(15) days of accumulated sick leave per year.
· Parental Leave - up to
sixty (60) days of paid parental leave upon the birth or adoption of a
child.
· Holidays - State
employees also celebrate at least twelve (12) holidays per year.
· Pension - State
employees earn credit towards a retirement pension.
