Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Program Manager II in the  Office of Workforce Development (OWD).  Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicles will apply according to the State travel policy.

Main Purpose of Job

This position works under the supervision of the Director, Office of Workforce Development regarding the discharge of duties. The primary focus of this position is to support the Office of Workforce Development (OWD) and statewide American Job Center Operations with the development, implementation and evaluation of the Business Services unit, including creating and maintaining employer relationships, utilizing labor market research to inform outreach strategies, developing innovative ways to market business programs and services. The incumbent will represent the Division of Workforce Development and Adult Learning (DWDAL) Business Services in the field either directly or indirectly through contacts with the employer business community via the Regional Business Service Navigators (BSN) assigned throughout the state of Maryland. The position coordinates a team of trained and motivated staff that provide employer focused information and assistance which supports the economic stability and expansion of the local workforce using a variety of state, federal and local programs available to the business community. This is a highly collaborative position and works closely with local economic development officials, company CEOs and senior leadership to facilitate the creation and retention of jobs and increase capital investment across the state.

POSITION DUTIES

  • Develops strategies that maximize delivery of services to Maryland’s business community.
  • Provides statewide direction, communication and ensures the promotion of all employer focused programs. Ensures the local BSN is coordinating the statewide outreach plan to employers and supports the BSN in reaching goals. 
  • Provide input for development of program policies and proposal guidelines for these programs to ensure compliance with state federal requirements.
  • Analyzes the services provided in the regions to determine what resources and programs are most appropriate. 
  • Ensures that the regional business representatives are deployed to improve the quality, productivity and competitive position of new and existing businesses in Maryland. 
  • Outreach to businesses within the state to analyze and evaluate needs and make recommendations to provide assistance with competitiveness, capital or workforce needs.
  • Serves as the recognized “State Resource” for technical assistance to workforce development and businesses to interpret Labor Market Information and Hiring Incentives (tax credits) that can assist employers maintaining and building workforce stability;
  • Serve as a Point of Contact (POC) for COMMERCE and coordinates with COMMERCE those activities related to the labor exchange functions per Wagner Peyser, WIOA and other federal and state programs; 
  • Assists with the design and copy writing of informational pieces for new or revised programs and services assigned to the BRR group; 
  • Provides technical assistance to field staff in developing customized plans designed to address special business needs;
  • Coordinates activities representing the DWDAL at trade, business and educational fairs to enhance local associations and to expand the level of service within the community;
  • Represents DWDAL on media programs to enhance the delivery of information 
  • Coordinates activities in the planning of recruitment activities with local businesses during mass hiring situations or job/career fairs to provide needed assistance and staffing resources and;
  • Cultivates a working relationship with state and local economic development officials.
  • Represents the Division in a liaison capacity with officials of other agencies and at public functions and events.
  • Leads regional business development representatives across the state, and initiates, coordinates and administers work assignments 
  • Where necessary coordinates company tours (in person or video) to familiarize staff with businesses, to strengthen business and staff commitment, and to improve the quality of referrals;
  • Coordinates with BSN and RPD the establishment of job/career fairs and participation at the state and local levels on any activities promoting the labor exchange activities of DWDAL and
  • Establishes a periodic report of BRR activities and provides these reports to the Director as required.
  • Prepares draft letters, briefings and company call sheets for the Director, Assistant Secretary, Deputy Secretary, Secretary and Governor’s offices as directed.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor’s Degree from an accredited college or university in Business Administration or Human Services. 
Experience:  Six years of experience in administrative or professional work.  Two years of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, developing and providing training for staff. 
Notes:
  1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

Prior supervisory experience. Prior sales, business outreach and/or workforce development experience. Prior experience leading a regional team.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

We also offer paid parental leave to eligible permanent State employees to care for and nurture children within 6 months of birth or within 6 months of an adoption of a child under 6 years of age.

Retirement Benefits​

Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. State employees are also eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan.​

Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses.
