Main Purpose of Job

This Management Service position will function as the Healthcare Coalition Director for the Maryland Department of Health's Office of Preparedness and Response (OP&R). It will report to the Deputy Director of OP&R and is responsible for planning, coordinating and managing the Health System preparedness, planning and response activities in Maryland.

This position may need to respond for a public health emergency and provide own transportation and is also eligible for telework per the Director of OP&R's leadership.

POSITION DUTIES

Duties assigned to this position will include, but are not limited to:
  • administering all health systems preparedness planning and response activities for the State, including developing and monitoring the budget of the Hospital Preparedness Program
  • providing day-to-day operational management and supervision of Health Systems Program staff while ensuring compliance and coordination with federal, State and MDH policies and guidelines
  • developing policy recommendations, regulations and guidelines related to the Assistant Secretary for Preparedness and Response hospital preparedness grants; preparing required grant applications and ensuring timely submission
  • coordinating OP&R sponsored conferences, training and exercises for health care systems preparedness; delivering lectures and presentations on behalf of OP&R to executive level staff and local, State and federal partners

MINIMUM QUALIFICATIONS

The qualified candidate must possess a Bachelor's degree, and six (6) years of professional health service  experience, including three (3) years at a supervisory or management level and two (2) years experience with project and grant management. Three (3) years of experience must be in public health care systems or public health emergency preparedness.

A Masters degree will substitute for one year of the required general experience. A Doctorate will substitute for two years of the required general experience. Additional experience will substitute on a year-for-year basis for the Bachelor's degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:
  • managing federal grants/cooperative agreements
  • engaging with a large set of public and private partners
  • with health systems, coalitions and/or health systems management
  • emergency preparedness
