Main Purpose of Job

The Deputy Director for the Inventory Standards and Support Services Division (ISSSD) manages and oversees daily operations of the office. This position is responsible for managing the statewide Inventory Program including the statewide Inventory Compliance Audit Program,  the statewide Inventory Training Program, statewide Annual Inventory Reporting Program. The Deputy Directory also oversees the management of the statewide disposition of excess/surplus property statewide fuel program and DGS fleet vehicles.

POSITION DUTIES

Duties for this position include but are not limited to:

Statewide Inventory Compliance Audit Program

• Manage the Statewide Inventory Compliance Audit Program. Determine the compliance schedule for all State agencies in coordination with the Inventory Compliance staff of  ISSSD.

• Manage the preparation, documentation, and control of the Inventory Compliance Audit paperwork. This process includes coordinating with State agencies to set up audits and follow-ups based on legislative audits and internal documentation relating to compliance with the DGS Inventory Control Manual.

• Review compliance audit findings. Assist compliance auditors with unresolved findings. Attend all opening and closing audit compliance meetings.

• Responsible for assisting agencies with legislative audit inventory findings and providing guidance in all areas that ISSSD is responsible for.

• Coordinate and supervise follow-up of previously performed inventory compliance audits to ensure agency follows through on corrective action.

• Member of statewide Chief Internal Auditor Group and statewide Internal Auditor Group. Prepare and provide DBM with documents and presentations on statewide inventory related audit issues.


Statewide Inventory Management Program

• Manage the distribution and collection of the statewide Annual Reporting of Fixed Assets for 246+ State agencies accounting for over $4.4 billion in state-owned assets.

• Manage the distribution and collection of the statewide Annual Reporting of Materials and Supplies for 246+ State agencies accounting for over 30 million in state-owned consumables.

• Manage the distribution and collection of the statewide Annual Reporting of Missing and Stolen Property for 246+ State agencies.

• Assist department personnel and other State agencies in obtaining needed excess/surplus property and record as necessary for inventory control purposes.

• Establish overall statewide inventory policies and procedures for all programs in ISSSD, oversee the implementation and approval for any revisions.


DGS Inventory

• Manage and direct the DGS Property Officer.

• Ensure that physical inventories and inventory records are accurate and kept up to date.

• Manage/maintain DGS Inventory Control Account.

• Complete and submit yearly insurance survey.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Business Administration,
Finance or Accounting.

Experience: Five years of experience performing reviews, inspections, or audits of inventory as part
of a compliance or oversight program, including three years of inventory, procurement, logistics,
contract management or supply chain experience while supervising or managing employees.

SELECTIVE QUALIFICATIONS

Applicants must possess the following selective qualification(s) to be considered. Include clear and specific information on your application regarding all qualifications.

Five or more years of experience in developing and implementing policies and procedures in accordance with applicable laws and regulations.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

• Experience developing and implementing a compliance, oversight or review program.

• Experience in Contract Management.

• Experience conducting training and outreach activities.

• Experience in inventory, logistics, finance, auditing, or accounting.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
