Main Purpose of Job

The Deputy Director is a senior management position within the Office of Population Health Improvement (OPHI) and will support the Director in managing, directing, and administering the programs of the office. This position will oversee the design, implementation, and ongoing development of state and local public health strategies and programs to address rural health, align local substance use prevention efforts with other local population health efforts, health care workforce and primary care access activities.

The Deputy Director will be responsible for a large portfolio of public health programs including an annual budget of approximately $18 million and 9 staff members. Major programs overseen by the Deputy Director include the State Office of Rural Health (HRSA grant), Primary Care Office (HRSA grant), Local Substance Use Prevention Unit (SAMHSA grants, CDC grants) including Primary Prevention Initiatives, the Overdose Response Program, the Opioid Misuse Prevention Program, Maryland Strategic Prevention Framework Program, and the Overdose Fatality Review program; Health Care Workforce Development programs including the Maryland Conrad State 30 (J-1 Visa Waiver) program, State Loan Repayment Program (HRSA grant), Maryland Loan Assistance Repayment Program, Income Tax Credit for Preceptors in Areas with Health Care Workforce Shortages Programs, and Community Health Worker Program; and Centers for Disease Control and Prevention COVID-19 Disparities Grant. 

The Deputy Director will work across OPHI units to align program activities and meet MDH and OPHI missions, goals, and objectives.


Qualified candidates should possess a bachelor's degree from an accredited college or university in public health, business administration, organizational leadership or a related field and at least 5 years of professional experience in public health management, health care or health policy and at least 3 years of supervisory or managerial experience.


Preferred candidates should possess the following:

  • Experience with program development and coordination;
  • Experience with data management and interpretation;
  • Experience with consensus building; and,
  • Experience with grants management


This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
