Main Purpose of Job

The Program Manager III is responsible for overseeing the activities of the Climate Change Program’s Policy Division. The Climate Change Program is responsible for developing and implementing nation-leading policies to reduce and sequester greenhouse gas emissions to mitigate the impacts of climate change.  The main purpose of this position is to improve the health and welfare of people and the environment while developing a dynamic clean energy economy in Maryland. 

The Program Manager III serves as the Chief of the Policy Division.  The incumbent in this position will also be responsible for supervising the staff of the Policy Division, supporting the implementation of the Climate Solutions Now Act (CSNA) and other state laws, developing new regulations, participating in the U.S. Climate Alliance, supporting the Maryland Commission on Climate Change, and analyzing legislative efforts related to climate change. The Policy Division includes the Buildings Decarbonization Section, which oversees the implementation of the Building Energy Performance Standards (BEPS) regulations and the development of additional policies to reduce greenhouse gas emissions from Maryland’s buildings sector. The Climate Change Policy Division activities support the Department’s mission to protect and restore the environment for the health and well-being of all Marylanders.

The incumbent in this position may drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.  

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Five years of experience supervising professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

NOTES: 
(1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.
(2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: 

  • Extensive management experience in a government policy-focused role;
  • Experience leading teams in the development and implementation of plans and policies; 
  • Knowledge of State and federal programs and legislation and statute related to climate change;
  • Experience with legislative interpretation, analysis, and reporting;
  • Ability to identify problems, finding consensus, and negotiating solutions;
  • Ability to develop and implement a communication strategy that includes media outreach and social media content creation;
  • Ability to analyze data;
  • Ability to meet tight deadlines;
  • Excellent communication skills.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
