Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition and Planning. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position supports the Director of the Land Acquisition and Planning (LAP) Unit for DNR in the direction, leadership and management of LAP. This includes management of the daily operations of the Unit including personnel, budget, and general operational matters. This position also oversees the general operations of the Fiscal and Administration Division to ensure proper administration and compliance with the mission, goals and objectives of the Department, and all related statutory requirements.

This position is responsible for administering the Unit’s operating and capital budgets consistent with state policies and procedures. The Unit’s capital budget can exceed $200 million/year and includes Program open Space Stateside, Program Open Space Local, the Rural Legacy Program, the Community Parks and Playgrounds Programs, and the federal Land and Water Conservation Fund and other federal grants. The Unit’s operating budget is approximately $6 million annually. The position in responsible for ensuring the Unit’s budget complies with the mission, goals, and objectives of the Department and all related federal and State statutes. 

This position represents LAP and DNR with members of the public, stakeholders and before governmental bodies including the Maryland General Assembly and the Board of Public Works. This position is responsible for providing information and draft correspondence related to LAP for the Secretary and the Governor. 

This position relates directly to the mission of DNR by aiding the Department in its stewardship of Maryland’s natural resources, assisting in providing an integrated and self-sustaining network of public lands and open space, and providing efficient and effective operations.

POSITION DUTIES

The Department of Natural Resources is currently accepting applications for a Program Manager IV/Deputy Director of the Land Acquisition and Planning Unit.  This position supports the Unit Director in directing, leading, and managing the work of the Unit and approximately 35 staff.  This includes managing the daily operations of the Unit including personnel, budget, and general operational matters.  This position also oversees the general operations of the Fiscal and Administration Division including the administering the Unit’s operating and capital budgets consistent with state policies and procedures.  The Unit’s capital budget can exceed $200 million/year and and the Unit’s operating budget is approximately $6 million annually.  The position in responsible for ensuring the Unit’s budget complies with the mission, goals, and objectives of the Department and all related federal and State statutes.

The Land Acquisition and Planning Unit works to advance land conservation and outdoor recreational opportunities in Maryland and includes the following divisions and related functions.  The Real Property Acquisition and Management Division includes real property fee simple and easement acquisitions funded through Program Open Space Stateside and the real property management function that includes maintaining all departmental land records, managing real property transactions and conveyances involving department lands including leases and the Resident Curatorship Program.  The Grants, Easements, and Stewardship Division administers local grant programs including Program Open Space Local and the Community Parks and Playgrounds Program, conservation easement programs including the Rural Legacy Program and the Conservation Reserve Enhancement Program, and federal grant programs including the Land and Water Conservation Fund.  The position relates directly to the mission of the agency by aiding the Department in its stewardship of Maryland’s natural resources, assisting in providing an integrated and self-sustaining network of public lands and open space, and providing efficient and effective operations. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: 8 years professional experience with four years of experience in program/grant administration including budget preparation and monitoring.  3 or more years of supervisory experience.   

Note: 
Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course directly related to the position for two years of the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience leading a government or nonprofit agency/unit budgeting process with increasing responsibilities. 
  • Experience with Maryland State financial database/systems such as Financial Management Information Systems (FMIS) and R*STARS and/or the State procurement process and Maryland Procurement Systems (ADPICS/eMMA). 
  • Experience in the interpretation of State and Federal Statutes and Regulations. 
  • Experience developing policies or procedures.  
  • Experience in land conservation.
