Main Purpose of Job

The position serves as Chief Financial Officer providing leadership and direction to the Department of Aging. The position directs the following fiscal activities: budgeting, accounting, internal/external auditing, and financial reporting.

This is a Management Service position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

  • Direct fiscal and management information systems divisions. 
  • Develop short and long-range plans for Department operations and resources.
  • Serve on management team to develop organization structure and staffing.
  • Direct fiscal operations in compliance with applicable laws, regulations, and standards of professional practice. 
  • Develop budgets and financial plans. 
  • Direct responses to finding and implementation of corrective actions required by audit reports and financial monitoring visits.
  • Direct and ensure compliance for: 
  1. Minority Business Enterprise (MBE) 
  2. Fleet Management 
  3. Area Agency Financial Report Monitoring
  4. Internal Accounting Controls 
  5. Grants Management
  6. Area Plan Budgets/Grant Awards 
  • Develop financial reports for the Secretary and federal funding agencies.
  • Prepare, analyze and interpret financial and narrative reports of fiscal services activities and projects.
  • Develop projections for grant programs and analyze to determine efficacy. 
  • Ensure financial operations function in accordance with appropriations, and are completed accurately.
  • Ensure that internal controls/separation of functions are maintained according to State guidelines.

Direct the planning and operation of the computer and information technology systems for the Department, including client-based database applications administered by MDoA to the 19 local Area Agencies on Aging (AAA’s) and compliance with federal reporting systems.


Coordinate and prepare documentation for Departmental budget initiatives. Assist in the preparation and delivery of budget testimony, and respond to follow-up requests from Department of Budget and Management and the General Assembly.        

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university, preferably in Accounting, Finance or Business Administration.

Experience: Six years of experience in accounting, financial analysis and interpreting accounting systems, records and reports by applying generally accepted accounting principles.  Three years must have involved supervision of professional employees, and the responsibility for program development operations.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience working with financial management and budget analysis information systems.

2. Experience using Workday or other HRIS systems. 

3. Experience conducting financial audits. 

4. Knowledge of the State of Maryland's financial operations and procedures.
