DGS supports State and local government agencies by providing a full spectrum of design and construction, facilities operations, security, procurement, real estate, and surplus property services.

POSITION DUTIES

This position functions as the Program Manager for the Vendor Management Office (VMO) in the Office of State Procurement (OSP). The primary function is to lead OSP's contracts and vendor management function by directing the effective management, usage and quantitative and qualitative performance of all State of Maryland strategic enterprise suppliers. This position oversees the contract compliance function and resolves any dispute(s) arising between existing contractors and DGS. This position also develops and manages selected enterprise-wide suppliers to leverage and create innovative relationships that enable the State to efficiently acquire high-quality products and services essential to the State's business needs. Finally, this position is responsible for consolidating all compliance and performance information into an aggregate format for contractor-performance reporting.

Duties for this position include but are not limited to:

Contract Management and Compliance

• Design and build contract management program, including influencing policy and procedures.
• Ensure contract compliance.
• Manage all activities relating to contract disputes and resolution.
• Supervise  subordinates' review of contract documents.
• Train and develop subordinates to perform contract management responsibilities.
• Analyze significant and/or unique contract requirements, special provisions, terms and conditions.
• Analyze new laws, regulations and contract trends for impact on business unit goals and objectives.
• Assist in identification, development, and implementation of new contract policy and processes.
• Assist in developing contract terms and conditions in procurement solicitations to ensure measurable and valuable performance standards.

Vendor Relationship Management 

• Develop and manage selected enterprise-wide contract relationships, which are identified as strategic to the objectives of the State, assisting to create and leverage innovative relationships that enable the State  to efficiently acquire high-quality products and services essential to business needs.
• Maximize value and minimize risk for delivery of any strategic goods and services, while seeking to reduce costs and increase any aspect of innovation in the scope, delivery, quality cost, performance, or any other aspect of all goods and services available in the marketplace for the benefit of the State.
• Develop and manage a comprehensive vendor risk management strategy, framework, processes and tools, and reporting to actively manage vendor risk, including third-party risk, across the State's supply base.

Performance Management

•  Set performance expectations for staff that are clear, well communicated, and relate to the goals and objectives of OSP. Monitor on-going performance and document as required.
•  Provide staff with frequent, constructive feedback, including interim evaluations as appropriate.
•  Provide staff the necessary knowledge skills, and abilities to accomplish goals.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree in Business, Program Management, or Information Technology.

Experience:  Five (5) or more years of Contract Management, Project Management or Project Management Officer Leadership work experience to include two (2) years of experience implementing comprehensive strategies and strong business analytical skills, such as database usage, data analytics, predictive analytics, dashboard creation, and trend analysis.

DESIRED OR PREFERRED QUALIFICATIONS

• Project Management Professional Certification

• World Commerce and Contracting Commercial & Contract Management Certification

• World Commerce and Contracting Supplier Relationship Management Certification

• Strong oral and written communication skills

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
