Main Purpose of Job

The Executive Director of Residential Operations is responsible for oversight of five (5) state-owned and operated residential facilities for youth who are detained pending adjudication and placement or committed by the court to the custody of the Department of Juvenile Services. The Executive Director ensures that the safe custody and general welfare of the youth are maintained, appropriate services are provided, and operations are in compliance with laws, regulations, collective bargaining agreements, and State and Departmental policies and procedures. The Executive Director also oversees statewide operations providing transportation for youth in the Department’s care. The Executive Director responds to/manages crisis situations that jeopardize youth, staff, or public safety while serving as the first point of contact for notification of critical incidents within the Operations Division up through the Deputy Secretary to the Secretary. The incumbent in this position oversees a budget of approximately $50,000,000. 

This position is eligible to work a hybrid telework schedule.

POSITION DUTIES

This position's essential duties may include, but are not limited to:
  • Analyze data, systems and processes to recognize growth and retention opportunities within the agency. 
  • Monitor daily operations of detention/committed facilities to adhere to all state, local, federal and agency policies and procedures. 
  • Supervise subordinate staff in the administration of education, recreation, and work programs. 
  • Provide leadership through established performance goals and standards, regular assessment of staff performance including annual performance evaluations, and staff meetings. 
  • Collaborate closely with the Human Resources department to ensure that all vacancies across all facilities are filled. 
  • Provide leadership, management and direction in conjunction with and in the absence of the Superintendent.
  • Must be available to provide guidance to superintendents and report any mandated reportable incidents while on call.     

In addition, the preferred candidate for this position will possess any of the following knowledge, skills, abilities and/or competencies:
  • Proficient knowledge and/or experience in Behavioral Motivational Programs (required). 
  • Practical communication skills and maintain productive relationships with all levels of staff. 
  • The ability to create, assess, and manage diverse programs within the facility and other agencies is essential.
  • Proficiency in Microsoft (or similar) programs for report writing and typing (required). 
  • Possess the skills to efficiently manage personnel and enhance the morale of staff and youth.

MINIMUM QUALIFICATIONS

Experience: Fifteen (15) years of experience managing staff in a residential/juvenile detention, residential youth treatment program, or community based settings. Five (5) years of experience in staff supervision and leadership role with a demonstrated progression of responsibilities.

Education: A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four-year college or university. 

Note: Candidates may substitute possession of a bachelor's degree with at least ten (10) years of managerial experience.

DESIRED OR PREFERRED QUALIFICATIONS

• At least three (3) years of experience in conflict resolution, crisis response and management, and fostering positive employee/management relations (required).
• At least two (2) years of experience as a Facility Superintendent or Director of a residential program (required). 
• Ability to communicate effectively and professionally with diverse populations and all levels of management, employees, youth, volunteers and stakeholders. 
• Mastery of juvenile justice laws, regulations, policies, procedures and best practices.
• Experience ensuring proper management of overtime in residential facilities. 
• Excellent organization skills and attention to detail. 
• Must be willing to work flexible hours. 
• Must be willing to travel within Maryland. 
• Must exhibit a professional and courteous demeanor and have excellent communications skills.
