Main Purpose of Job

The Office of Contract Management and Procurement (OCMP) is responsible for handling all MDH procurement costing more than $50,000. OCMP provides guidance, directive, and support to MDH programs from the initiation of a solicitation through the Board of Public Works (BPW) approval. In addition, the department is involved in the development of procurement policy, management of contract compliance​ issues, implementation of the socio-economic goals of procurement such as minority business enterprise (MBE), generation of reports to MDH leadership and other State agencies, and importantly, Inter-Agency Agreements, which are technically not considered procurements and therefore not subjected to the requirements of Division II of the State Finance and Procurement Article of the Maryland Annotated Code and Title 21 of the Code of Maryland Regulations (COMAR).​

The main purpose of this position will be to ensure compliance with State contract laws and regulations of the Office of Contract Management and Procurement, including working with the contract management staff to ensure consistency, compliance with contract laws and regulations, and overall soundness of contract activity. In coordination with the Director, Deputy Director, and the OCMP leadership team, this position will also develop contract management policies and procedures, workforce development initiatives, and other initiatives to support OCMP. In addition, this position will work in close coordination and collaboration with OCMP leadership and MDH Operations Administration leadership to ensure the vision and the core mission of the OCMP guides the contract initiatives throughout the agency.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.

Notes:
1. Candidates may substitute additional experience on a year-for-year basis for the required education.

2. Candidates may substitute the possession of a Master's degree from an accredited college or university for one year of the general experience.

3. Candidates may substitute the possession of a Doctorate's degree from an accredited college or university for two years of the general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Five years of experience providing project/contracts management and logistics support in State government or comparable organization;
  • Knowledge of basic risk management concepts in an operational environment and/or government environment.
