Introduction

The Division of Family and Medical Leave Insurance (FAMLI) is hiring a Director of Employer Services to join our mission of making sure Maryland workers get paid when they need time to care for themselves and their families.

FAMLI is a social insurance system covering 2.8 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department, and we are committed to creating an organization that embraces modern best practices in everything we do. 

The Director of Employer Services will be responsible for building and leading the team, processes, and operations that will collect $500 million in contributions every quarter, along with wage and hour reporting data, from approximately 160,000 employers across Maryland. In addition to carrying out these essential functions, the Director of Employer Services’ team will also support employers in complying with FAMLI regulations, as well as gather and implement feedback in order to continuously improve the employer experience with FAMLI.

Main Purpose of Job

The Director of Employer Services is the senior leader of the Employer Services Directorate in MDOL’s FAMLI Division. The Employer Services Directorate facilitates, administers, and enforces employer compliance with the FAMLI program, and is responsible for the quarterly collection of contribution payments and data from the 180,000+ Maryland employers covered by FAMLI. The Director sets and executes the organizational strategy for the Employer Services Directorate, and is responsible for the management, operations, administration, planning, resourcing, and oversight of the Directorate, as well as for its organizational design and performance.

POSITION DUTIES

Duties of this position include but are not limited to:

· Develops—in collaboration with FAMLI’s Digital Services, Policy, and Financial Services Directorates —and oversees the operational procedures, policies, and technical tools needed to collect quarterly contribution payments and data from employers.

· Plans, directs, and administers all aspects of the Employer Services Directorate.

· Oversees and manages the personnel and financial resources of the Directorate.

· Develops, implements, and manages short and long-range plans for Employer Services Directorate operations and resources.

· Plans, coordinates, supervises, and evaluates the work of subordinate employees.

· Prescribes and oversees development and training of Directorate staff.

· Establishes overall Directorate goals, standards, and controls to meet FAMLI objectives and oversees their achievement.

· Establishes overall policies and procedures for the Directorate, oversees their implementation, evaluates their effectiveness, and approves major revisions.

· Determines organizational structure and staffing needs of the Employer Services Directorate.

· Oversees hiring, onboarding, and training of Employer Services Directorate staff.

MINIMUM QUALIFICATIONS

Education:
Possession of a Bachelor's degree from an accredited college or university 

And

Experience:
Ten (10) years of progressively responsible experience working and managing in complex organizations in the public, private, or non-profit sectors, including:

Leading dynamic, high-performance teams

Developing and executing short and long-rang strategies to improve organizational effectiveness and efficiency.

Successfully managing relationships with demanding stakeholders in complex, high-stake environments.

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred Qualifications 

● Master’s degree in public administration, Business Administration, Public Policy, or other relevant field
● Experience building, and/or overseeing the operations of, a complex tax collection organization at the state, federal, or local government level  
● Knowledge of Maryland business compliance ecosystem 
● Track record of providing outstanding customer experience through data-driven, user-centered   improvements to organizational processes and training 
● Experience building an organizational culture of empathy, empowerment, and relentlessly high-performance standards among stakeholder-facing staff.
