Introduction
The Maryland Department of Commerce is seeking
qualified applicants for the position of Program Manager, Tax Credits (Program
Manager Senior III) within its Division of Business and Industry Sector
Development’s Office of Finance Programs – Tax Credit Unit.
This recruitment is limited to current employees of the Maryland Department of Commerce Only.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
The incumbent will oversee the Tax Incentives
Group whose primary responsibility is to receive and process tax program
applications, certify and track tax credits and use relational databases for
periodic reports; study and analyze economic and statistical data to measure
the economic climate and programmatic performance; project value of tax
incentives; perform tax research, and review tax related legislation.
POSITION DUTIES
The Program Manager is involved
with all aspects of tax credit program design, implementation, delivery and
compliance overseeing a team responsible for evaluation and award of a tax
credit budget of $100 Million across 12 State programs. Key functions include application
processing, coordinating compliance functions in the protection of public
funds, policy and regulation drafting, and special funds management. This position works closely with county
economic development officials, other agency staff and business prospects on tax
incentive issues.
The Program Manager oversees
training of Commerce staff on tax incentives programs; provides the overall
direction, coordination and evaluation of the Tax Incentives Unit. The Program Manager also serves as Commerce's legislative
coordinator for tax related bills, which involves preparing bill comments,
fiscal notes and testimony and represents the agency before federal, State and
local officials, legislative committees and senior managers and executives of
other agencies concerning program activities and provides advice to Commerce
Executives on tax related matters and makes recommendations.
The selected employee will
possess excellent interpersonal, written and oral communication skills; an
aptitude for detailed work; ability to conduct technical business research -
collect data, establish facts, and define problems. Must be able to work with internal and
external customers and high-level public and private sector officials and
maintain effective working relationships; handle multiple, concurrent and high
priority projects; and work independently. Proficiency
with Microsoft Office Suite for Windows including Word, Excel, Access and
PowerPoint, computer research services, Google Mail and/or other relevant
software. Should be familiar with business accounting and finance. Some
statewide travel is required.
MINIMUM QUALIFICATIONS
Candidates must possess the following:
AND
EXPERIENCE: Nine
(9) years of experience in administrative or professional work; five (5) years
of this experience must have involved income tax research and the preparation
of business and individual income tax returns.
Equivalent combination of education and experience is acceptable.
Notes:
1) A Master’s degree in
business, economics, accounting, or public administration at an accredited
college or university may be substituted at the rate of 30 credit hours on a
year for year basis for the required experience.
2) A Juris Doctor degree may be substituted for
three years of the required experience.
3) A Certified Public Accountant (CPA) license may be substituted for three
years of the required years of experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Three (3) years of supervisory experience.

Some Statewide travel is required.
Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
