Main Purpose of Job

The main purpose of the position is to direct the Vital Statistics Administration, which services the essential state functions of registering all 120,000 births and deaths, and maintains copies of marriages and divorces that occur annually in the State, issuing over 600,000 certified copies of vital records annually, analyzing and reporting on the demographic and public health data collected on vital records, and preparing data in support of numerous Departmental programs, local health departments, other state and federal agencies, including the Centers for Disease Control and Prevention and the Social Security Administration, research, and the general public. This position is also responsible for managing the development and maintenance of the electronic vital records registration systems used to register and issue all Maryland recorded birth and death certificates. This position manages, through subordinate Managers, a total budget of approximately $6,277,073 and a staff of approximately 98, residing in permanent State positions and contractual positions.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Master's degree from an accredited college or university, 6 years of professional experience in health or human services, including 4 years of supervisory or management experience and experience using data analytics techniques and software, including SQL, SAS, R or Python.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:
  • Ability to provide leadership, plan, direct, coordinate and monitor the Administration, including personnel, budget, and resources; 
  • Skill to conduct reliable statistical analysis and manipulate data, including oversight of the work of other staff; and, 
  • Knowledge to oversee the development and maintenance of the electronic vital records registration systems.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
