Introduction
The Maryland Department of Labor is accepting
applications from qualified candidates for the position of Program Manager Senior III. This management position serves as the Deputy Commissioner for Non-Depository Activities in the Office of Financial Regulation.
This is a Management Services position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
POSITION DUTIES
- Responsibility for overseeing the Office’s supervision and regulation of all Maryland licensed financial services (non-depository) providers and the direct supervision of the Assistant Commissioner for Financial Services Licensing and Supervision, the Director of Enforcement, and the Director of Financial Services Operations.
- Responsibility for the development of policies, procedures, and programs for the Financial Services Licensing and Supervision Units that enable them to meet the Agency’s stated goals. This position also oversees and directs activities related to other miscellaneous authority vested in the Commissioner, specifically authority under the Protection of Homeowners in Foreclosure Act, Maryland Mortgage Fraud Protection Act, and Maryland Mortgage Assistance Relief Services Act.
- Providing oversight of the operations of the Enforcement Unit and its investigative and prosecutorial processes. This includes reviewing and making decisions on referrals of investigation for enforcement actions for both licensed and unlicensed activity as well as coordinating investigative activity with other state and federal financial regulatory agencies and/or law enforcement agencies. Providing oversight of the development of operational policies, procedures, programs and direction for the Financial Services Licensing and Supervision Units and the State Collection Agency Licensing Board and for the recruitment and management of the appointed members of the State Collection Agency Licensing Board. Overseeing all personnel-related activities of the financial services.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a bachelor’s degree from an accredited four-year college or university in finance, economics, public administration, government, or a related field.
EXPERIENCE: At least 5 years of recent professional experience in the regulation or management of a financial services institution or regulated individuals.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Advanced Degree in a related field, including a Juris Doctor (JD);
Working knowledge and experience with Maryland’s financial services environment and laws
Knowledge of federal, state, and municipal financial institutions law and a familiarity with Maryland and federal legislative process.
