Main Purpose of Job


The mission of the Laboratories  Administration is to promote, protect and preserve the health and the well-being of the people in Maryland from the consequences of communicable diseases, treatable hereditary disorders, and from unsafe food, drugs, and consumer products.

This position functions as the Division of Newborn Screening (NBS) Chief of the Laboratories Administration within the Maryland Department of Health (MDH). The position delivers technical and scientific leadership while supervising, managing, and providing guidance to the Administration’s scientific and technical staff in standard NBS laboratory practices, policies, and procedures, including but not limited to quality control /quality assurance initiatives, lab safety, and biosecurity. The position is also responsible for personnel and budgetary functions to ensure high-quality internal and external customer service. The Division Chief serves as a subject matter expert in Newborn Screening to internal and external partners and clients of the Laboratories Administration.

POSITION DUTIES

Plans, develops, monitors, and directs the scientific programs and technical operations of the Division and any directed regional labs.  This includes managing the following:  NBS Special Fund, DoD-NBS program, NBS Registration Unit, and NBS Genetics Fellowship Programs. 

Advises the Administration’s Directors and guides Divisional personnel with respect to: solving scientific and technical problems; reviewing and enforcing corrective actions; identifying, transferring, implementing, and validating new technology and tests; reviewing and improving technical services; and implementing and monitoring technical partnerships, standard operating procedures, and administrative policies; 

Monitors, stimulates, and effects quality assurance and continuing quality improvement in the Division by researching, developing, evaluating, adopting, and implementing new tests, more efficient testing methods, and improved technical services and by emphasizing a customer focused work environment; 

Supervises the Division’s scientific managers Directly supervises other staff directly when needed, and indirectly supervises all Divisional staff routine  

Manages Division’s grants, service and commodity contracts, and budgets; Monitors and controls the Division’s procurements and use of laboratory instruments, office equipment, chemical supplies, laboratory

Provides expert consultative services in public health laboratory practice and in the scientific area of divisional and personal expertise to all professionals and customers who use the services of the Division or directed regional lab(s), to representatives of other health department agencies, and to various other State and federal agencies and professional societies.
 
Takes responsibility for seeing that the Division, any directed regional, and all Divisional and regional laboratory staff comply with all applicable State and federal laws and regulations pertaining to a medical public health laboratory or an environmental public health laboratory. 

MINIMUM QUALIFICATIONS


Candidates must possess a doctoral degree  (PhD or PsyD) from an accredited academic institution in chemistry, microbiology, molecular biology, or related life science discipline
At least five (5) years of managerial experience working in a chemistry (newborn screening preferred) laboratory performing analytical tests on environmental, biological, or multi-matrix samples; OR five (5) years of experience working in a medical or biological public health laboratory performing diagnostic or public health testing on human specimens.
 Four years of the above experience must have been in a supervisory capacity.

SELECTIVE QUALIFICATIONS

Past experience in a newborn screening laboratory

DESIRED OR PREFERRED QUALIFICATIONS


  • Managerial experience working in a newborn screening laboratory performing analytical tests on          environmental, biological, or multi-matrix samples
  • Supervisory experience in a CLIA certified laboratory
  • Knowledge and experience using multiple disciplines ( ie. Genetics,,Immunology, Microbiology etc)
  • Experience and comfort working with  Lab information or Screening Information Management Systems (SIMS) 
  • Experience managing processes and procurement across large matrixed organizations
  • Experience analyzing program data for reporting and presentation 
  • Experience managing resources and workflows to ensure operational goals are met successfully. 
  • Strong team building and communication skills  
  • Experience in a two test newborn lab helpful

This is a Management Service position, and serves at the pleasure of the Appointing Authority.
