Main Purpose of Job

This is a professional, executive level position reporting to the Deputy Chief of Staff. The incumbent represents the Governor in labor relations activities within the Executive Branch. This role works in partnership with State agency staff, the Department of Budget & Management, the Department of Labor, and exclusive representatives of bargaining unit employees. The Senior Director will direct or participate in a variety of collective bargaining activities including negotiations, labor-management meetings, and/or dispute resolution matters.

This is a Political Special Appointment and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

  • Serves as the State’s Chief Negotiator and advises the Governor on labor strategy and labor relations-related matters affecting the State’s workforce.  
  • Works closely with State agencies, the Department of Budget & Management, Department of Labor, and exclusive representatives of bargaining unit employees to foster a collaborative relationship and effective communications between parties. 
  • Participates in and coordinates activities relating to the negotiation of various Memoranda of Understanding (MOUs), side letter agreements, etc.; synthesizes data to reach conclusions on proposals that are put forth by either side; makes recommendations to the Governor on terms and conditions of MOUs.  
  • In collaboration with the Department of Budget & Management, provides guidance to agencies on collective bargaining matters, including the interpretation of contract language, to ensure consistent Statewide application of contract terms, as appropriate. 
  • Performs other duties as assigned including attending labor events and meetings with the Governor and Lt. Governor.

MINIMUM QUALIFICATIONS

Experience:  Five years of progressive labor relations experience, including first chair collective bargaining negotiation experience. This experience must also have included experience interpreting and executing employment laws and regulations, and resolving complex employment charges and complaints.

DESIRED OR PREFERRED QUALIFICATIONS

• The ability to find consensus among parties with differing interests.

• Experience working in a large, decentralized multi-agency organization that is partially unionized. 

• Knowledge of National Labor Relations Act and other related federal and state laws. 

• Expert level ability to lead and collaborate to influence all levels of an organization. 

• Strong written and verbal communication skills, including ability to clearly convey complex messages to a wide audience. 

• Excellent project management and organizational skills with the ability to manage competing, high priority demands during times of organizational change. 

• Ability to work independently and anticipate the needs of multiple stakeholders. 

• Ability to effectively utilize outside counsel. 

• Thoughtful listener, a strategic thinker, respect and understand mission-driven organizations and be a strong communicator, collaborator and negotiator with unquestionable integrity. 

• Proven success with gaining trusted advisor status with executives and peers.
