Introduction
The Maryland Department of Commerce is seeking
qualified applicants for the position of Senior Director of the Office of
Strategic Industries & Entrepreneurship (OSIE) within its Division of
Business & Industry Sector Development (BISD).
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
This position is responsible for the management,
oversight and strategic direction of Office of Strategic Industries and Entrepreneurship (OSIE). The primary mission of this office is to strengthen and grow the state’s
targeted industry sectors through programs and initiatives that lead to new
business formation, market expansion and new job growth; and to develop the
innovation ecosystem and talent pipeline to foster economic growth and vitality
in the state.
POSITION DUTIES
The Senior Director leads a dynamic team of
industry sector experts in the areas of cybersecurity, aerospace, life sciences,
advanced manufacturing, clean energy, and agribusiness and is the agency lead
on workforce development and entrepreneurship. Responsible for developing the overall strategic direction of the Office of Strategic Industries & Entrepreneurship (OSIE) to include strategies for improving the competitive position of the target industry sectors; that build on Maryland's higher education system resulting in growth of new business formations and establishes the state as a leader in growing, technology-based industry sectors and strategies that develop Maryland's entrepreneurial economy. This position oversees industry sector
development and growth, establishes collaborative
partnerships with relevant stakeholders, and advances innovation and
entrepreneurship through innovative programs, initiatives, and the
administration of grants that drive growth and job creation. The Senior Director manages a professional and administrative staff that
service Maryland businesses in the areas cited and carries out Departmental
policies and priorities through the agency’s programs, services and through
partnerships with federal, regional, and other state agencies and
organization; establishes and provides staffing to advisory panels to the industry stakeholders to advise the agency on matters impacting target industries; and represents the agency at meetings and conferences.
The selected candidate will possess strategic planning,
problem solving and management skills; organizational leadership skills to
include personnel, financial, and administrative operations oversight;
excellent written and oral communication skills, strong interpersonal skills to
work with high level public and private sector officials and maintain effective
working relationships; the ability to handle multiple, concurrent and high
priority projects; possess supervisory skills, and proficiency with the Google
Suite and/or other relevant software.
Statewide travel is required, as is attendance at national
and international conferences and meetings.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from
an accredited college or university in business or economic, or a related field.
Experience: 10 years of of increasingly responsible experience in business
or economic development industry; 5
years of this experience must have involved one or more of the following:
overseeing and coordinating general operations of a unit, applying rules and
regulations, or exercising responsibility for the development of policies or procedures. Three years supervision of employees.
Notes:
1.
Candidates may substitute one year of relevant professional experience for 30
credits on a year-for-year basis for the required education.
2.
Graduate credit hours in business or economics, or
a closely related field may be substituted on a year-for-year basis for up
to two years of the require experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. MBA in Business, Economic or related field.
2. Proficiency in managing multi-disciplinary
functions.
3. Working knowledge and skills in business management, business
needs assessment, and strategic business planning.
4. Experience with industry
sector development strategies.
5. Three (3) years supervisory experience
6. Familiarity with business and economic
development in Maryland
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Statewide travel is required.
Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver's license valid in the State of Maryland.
