The primary mission of the State Treasurer’s Office Banking Services department is to manage and control banking relationships for all banking needs for the entire State of Maryland, to anticipate State agency needs, and respond timely to State agency requests.  Its primary function is the accurate and timely recordation of State funds, and the reconciliation of the State’s bank accounts to the State’s internal accounting system.

Main Purpose of Job

This position will be the liaison between the agency and the bank for all new account openings for the agencies. Responsible for annual bank account validation and interest certification, all new account requests completed in the Treasurer’s Bank Account Information Database (TBAIS).  Responsible for the development, implementation, and maintenance of the statewide agency bank account database. 

 

This position is responsible for ensuring all bank accounts are approved by the Comptroller and the Treasurer, State funds on deposit are adequately secured by collateral, interest earned on accounts is transferred to the State General Fund if required, and accounts are opened only at State designated financial institutions.  Incumbent acts as the key liaison with the Comptroller’s General Accounting Division (GAD) to ensure that GAD can access bank account information required for their year-end reconciliation and reporting requirements. The incumbent utilizes the TBAIS database to ensure all accounts required to transfer interest are properly coded in the system. Incumbent reports the interest transfer to the Director/Deputy Director and corresponds with State Agency CFO’s regarding interest transfers.

 

The ability to communicate effectively and professionally both in writing and orally is essential to this position. The incumbent should have strong knowledge of financial institutions, practices, and procedures, to apply to the core functions of this position. The Treasury Professional I classification is the first level in a non-competitive promotion series, in which an employee may advance in grade and class level from intermediate to a full performance, Treasury Professional II through work experience and competency.  Continued growth opportunity is also possible over time.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in business administration, office management, finance, accounting, economics, or related field.

Notes:

1. Candidates may substitute education from an accredited college or university or nationally recognized industry certification program, at a rate of thirty credit hours for each year of experience, for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.   

SELECTIVE QUALIFICATIONS

Two of the required four years of experience must be performing administrative functions in banking services, banking account management, or professional duties a banking related field. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with FMIS, the State of Maryland’s financial accounting system.
  • Knowledge of financial institution practices and procedures. Understanding of government organizations and functions of banking systems within the governmental operations.
  • Experience performing check services (e.g., stop payments, check reissues) at a bank or corporate operations.
  • Experience coordinating administrative functions through multiple financial institutions.
  • Experience maintaining a large financial database.
  • Knowledge of State contracts, regulations, and guidelines.
  • Proficiency in Microsoft Excel/Access including ability to maintain and manipulate spreadsheets containing a large volume of banking data (e.g., converting files to .CSV files, using V-Lookup)

LIMITATIONS ON SELECTION

Applicants must be willing to work in the Annapolis area.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a background investigation to include driving, credit and criminal history.

SELECTION PROCESS

Applicants who meet the minimum and selective qualifications will be admitted to examination for this classification.  Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

The examination consists of a rating of your education, training, and experience related to the requirements of the position.  You may be required to complete a qualifications supplement, or the rating may be based on the information contained in your application.  Therefore, it is important that you provide complete and accurate information to describe your training and experience, on your application.  You may be asked to supply transcripts upon interview.
