Introduction

The State Treasurer’s Office is responsible for procuring and managing financial services and needs for all State of Maryland agencies. As the custodian for all of the State’s cash assets, our agency controls oversight for all State agency depository and disbursement accounts, lockbox services, merchant account services, agency working funds, trust and escrow accounts, etc. The Banking Services Division is responsible for the State’s cash reconciliation on a daily basis. The State cash reconciliation is maintained on complex databases that consolidates information from multiple data sources within the Banking division.

Main Purpose of Job

This position will analyze each State Contract and specific Scope of Service to evaluate vendor contract adherence, current operations, and procedures. To make contract recommendations to mitigate risk, fraud, liability to the state, and advancement proposals for future contract RFP. The incumbent is responsible for oversight and management of contract operational challenges and resolution implementation following State regulations and statutes. This position also manages the state's centralized revenue collection lockbox and contract and serves as the Subject Matter Expert for the lockbox service offerings and contract requirements.

The incumbent will manage the reconciliation banking operations of the State of Maryland Disbursement contract, which governs the Comptroller's Office CPB Payroll, Tax and Vendor disbursements bank accounts, and the Maryland Department of Transportation MTA payroll disbursement bank accounts for state-wide operations and enterprise execution. In FY 2023, vendor payments totaled more than $63.0 billion, Central Payroll Bureau was more than $4.7 billion, and Tax payments were more than $3.7 billion. MTA payroll totaled more than $263.6 million. The incumbent will use their understanding of banking and accounting general ledger reconciliation concepts to reconcile the State Main Depository account in excess of $500 million, and various high-volume types of transactional chargebacks by manually entering figures/data into multi-tiered and multi-linked Excel Spreadsheets.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate should have:  

  • Bachelor’s degree in accounting or finance field.
  • Certifications in an accounting field (CPA, CMA, CFO, FAM, CC).
  • Experience reconciliation of all cash activities with a general ledger system for a financial institution.
  • Understanding in government banking, Banking Administration Institute (BAI) debit and credits, researching banking and accounting, account/transactions credit or debit adjustments by manually entering figures/data into a multi-tiered and multi-linked Excel Spreadsheets.
  • Experience supervising or managing a team in an accounting or finance field.
  • Accounting experience in a financial institution or State agency.
  • Experience researching, interpreting, applying and/or auditing laws, regulations, guidelines or other technical specifications.
  • Experience in diagnosing technical issues affecting cash reconciliation and acting as a liaison to assist other agencies to fix the issue.
  • Advanced level experience in Microsoft Excel, Excel formulas, PivotTables, Index match, XLookUp, and linking workbook data.
