Introduction
The Maryland Department of Commerce is seeking qualified applicants for the position of International Affairs and Trade Specialist (Industrial Development Officer II) within the Office of International Investment and Trade (OIIT).
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
The International Affairs and Trade Specialist works in conjunction with the Senior Director, Regional Managers in Baltimore office and Maryland overseas offices to manage, coordinate, implement and expedite administrative and international marketing projects, procedures, policies, transactions, and other functions related to the overall mission of the Office of International Investment & Trade (OIIT).
POSITION DUTIES
This position supports OIIT’s international programs, including facilitation of international protocol and diplomatic inquiries, and supporting trade and investment activities. This role is responsible for assisting and conducting customer and stakeholder outreach involving collaboration with local, state, federal, international, community and business resources; activities and responsibilities include the implementation of broad-based policy development, intra and interagency coordination, and business development activities; conducting research, developing reports and collateral materials, updating existing and creating new program databases - including managing and maintaining OIIT’s listing of MOUs; and assisting with the development of materials designed to communicate the Department’s message. The incumbent will coordinate OIIT’s international events/programs and foreign delegation visits, including Sister State requests; represent OIIT at international events, Sister State committee meetings and attend conferences, trade shows, and other promotional events representing the Department of Commerce.
The selected employee will possess excellent interpersonal
skills to work
with high-level public, private sector, and international officials and maintain effective working relationships; excellent
written and oral communication skills; the ability to handle multiple,
concurrent and high priority projects and possess proficiency with the
Microsoft Office Suite, Google Mail, Salesforce and/or other relevant
software. Some statewide travel is
required; as is, potential attendance at national and international events.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s
degree in international business, management,
economics, or a related field
AND
Experience: At
least two (2) years of experience of business or economic development.
NOTES:
1. Additional experience in
administrative staff or professional work subject area may be substituted on a
year-for-year basis for the required education.
2.Additional graduate level
education at an accredited college or university may be substituted at the rate
of 30 semester credit hours on a year–for-year basis for the required general
experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates with demonstrated knowledge of and work experience in international projects.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some statewide and/or national and international travel may be required.
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
