Introduction

The Maryland State Library Agency (MSLA) is an independent agency providing strategic leadership and guidance to Maryland’s public libraries. MSLA promotes the planning and implementation of library programs, supports staff, and career development through education and training, and facilitates resource sharing among libraries. MSLA oversees the Maryland State Library for the Blind and Print Disabled, Maryland’s Public Libraries, the State Library Network, the Public Library Capital Grants Program, and the Maryland Deaf Culture Digital Library.

This position serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position assists with the administration of contract and procurement controls for the Maryland State Library Agency (MSLA) including preparation of documents for solicitations, managing existing contracts, buying for small procurement (CAT I), and the promotion, reporting and coordination of the MBE, SBR and VSBE programs. This position also assists with onboarding volunteers at the Library for the Blind and Print Disabled (LBPD) and provides basic reader services for the patrons of LBPD.

POSITION DUTIES

Assist the Procurement Officer in drafting RFPs, bids, awards and other procurement documents for new solicitations and renewals. 

Serve as a Buyer for MSLA in FMIS and with a State P Card for small procurements (CAT I)

Coordinate telecom services by managing mobile device accounts and being the designated point of contact.

Maintain contract list and oversee contract compliance and serve as the point of contact for vendor-related inquiries. 

Provide back-up support for processing purchase orders in the FMIS Financial System for the initiation of purchase requisitions. 

Oversee Minority Business Enterprise (MBE), Small Business Reserve (SBR), and Veteran Small Business Enterprise (VSBE) goals and contract compliance per State guidelines and encourage vendor participation.  

Assist in the preparation of the Agency budget.

MINIMUM QUALIFICATIONS

EDUCATION:  Graduation from an accredited high school or possession of a high school equivalency certificate. 

EXPERIENCE:  Five years of administrative staff or professional work in purchasing, procurement, or contract management. 

NOTE:  

Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 

Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the position duties on a year-for- year basis for the required experience.
