Introduction
The mission
of the Interagency Commission on School Construction is to achieve a safe,
healthy, and educationally sufficient learning environment for every child
attending a public school in Maryland. Our vision is a fiscally sustainable
statewide portfolio of K-12 school facilities that will remain educationally
sufficient for current and future generations of students and teachers.

Main Purpose of Job
POSITION DUTIES
§
Determine
eligible and ineligible contract components and State share of contracts for
school construction projects;
§
Recommends approval of contracts (for approval by IAC) and
payments to the Chief Financial Officer;
§
Recommends and/or determines procedures to be used for
funding program administration;
§
Evaluates and approves eligibility of the expenditures for
the IAC-administered capital programs;
§
Recommends revisions to existing financial databases for
improvements and efficiencies in response to user feedback;
§
Provides QA/QC reviews throughout the Capital Improvement
Program annual cycle;
§ Semi-annually (October-March) composes detailed correspondence to each LEA;
§ Develops and implements new agency procedures,
reports, and forms;
§
Develops agenda items for IAC approval of construction
contract awards and other financial transactions;
§ Initiates and records all IAC/Designee’s approval actions;
§ Acts as an agency vendor coordinator and MBE Liaison.
MINIMUM QUALIFICATIONS
· Education: Possession of a Bachelor’s Degree in a relevant field.

Experience: Two years
progressively responsible experience in contract management, accounting,
finance, auditing, and/or a legal environment. Additional experience in
administrative staff or professional work may be substituted on a year-for-year
basis for the required education AND/OR additional graduate level education at
an accredited college or university may be substituted at the rate of 30
semester credit hours on a year-to-year basis for the required general
experience.
SELECTIVE QUALIFICATIONS
Must have at least 1 year of experience in contract management, assisting
in the preparation and monitoring of capital or operational budgets, and/or
capital or operational accounting.

DESIRED OR PREFERRED QUALIFICATIONS

Certified Public Accountant with knowledge of government
procurement and construction terminology and processes;

Familiarity with the capital budget or financial management information
systems;
·
Familiarity with the Maryland legislative process and the
operations of Maryland State government.
