Introduction

The Maryland Department of Commerce is seeking qualified applicants Finance Specialist I within the Division of Business and Industry Sector Development’s Office of Finance Programs. 

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The primary responsibility will be to deliver the Department of Commerce's Finance and Tax Incentive Programs to appropriate customers in support in support of the Department's core mission to create, attract, and retain business in the State.

POSITION DUTIES

The incumbent will be responsible for analyzing the economic impact of business projects in order to recommend the appropriate type and level of financial assistance; prepare appropriate analysis and summary of proposed incentive transactions; present analysis and summary of transaction to appropriate authority for approval; coordinate the documentation, closing, and funding of the approved incentive transaction; and assist with ongoing follow-up of the transaction if required. This position interacts with customers, industry, agency personnel, jurisdictions, and other State agencies.

The selected employee will possess excellent interpersonal, written and oral communication skills; the ability to read, analyze, and interpret a variety of financial statements, business plans, financial and credit reports and conduct analysis as well as the ability to collect data, establish facts, and define problems. Must be able to work with high level public and private sector officials and maintain effective working relationships and handle multiple, concurrent, high priority projects and be familiar with business accounting and finance. Proficiency with Microsoft Office Suite, Google Mail and/or other relevant programs including the State’s financial management information system (FMIS).

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Business or Finance or a closely related field and possess at least Five (5) years of experience in administrative or professional work. Three (3) years of the required experience must have involved commercial bank lending experience that includes; underwriting, analyzing project information, financial statements, projections, cash flow and credit analysis, spreadsheets, credit reports, collateral evaluations, and loan documentation.

NOTES:
1) Graduate level education in business administration, finance, accounting, economics, or a closely related field may be substituted at a rate of 30 semester hours on a year-for-year basis for the required experience.
2) Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Some Statewide travel is required.

Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
