of Commerce is seeking qualified applicants for the position of Compliance
Officer within the Office of Finance Programs.
This is a Special
Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
The main purpose of this position is to support the Department of Commerce's Office of Finance Programs by providing analysis, functional oversight and support to staff across the agency's finance and tax incentive programs specifically as it relates to State job creation and retention programs, which is the primary mission of Commerce.
POSITION DUTIES
Duties
include employment verification and compliance administration; participation in
fiscal and operation reviews to ensure the integrity, adequacy, and efficiency
of activities associated with the agency’s programs; oversight of employment report review process of finance and tax
incentive recipients and related verification documentation. This position will oversee supporting
software, audit and monitor defined program employment reports to determine, enforce, and ensure that employment goals were met according to legal, programmatic, and statutory/COMAR
requirements; coordinate job verification workflow with existing processes; prepare
management reports describing compliance or non-compliance with those reporting
requirements; coordinate with staff, management and internal auditors on
employment related process issues; serve as agency’s lead liaison with recipients
of finance and tax incentives, the Jacob France Center, and the Department of
Labor to resolve employment reporting issues.
Other duties: develop, review,
maintain, and evaluate policies and procedures related to the employment
reporting for the programs; research and make recommendations on improvements to compliance and reporting
for all finance and tax incentive programs; maintain a thorough understanding
of state laws, rule, regulations, and guidance governing fraud, waste, and
abuse; provide situational support to other programs such as Child Care Capital Support RLF and Cannabis Business Assistance Fund.
The
selected employee will possess excellent interpersonal, written and oral
communication skills; ability to work with high level public and private sector officials and maintain effective working relationships and handle multiple, concurrent and high priority projects. Proficiency with the Microsoft Office Suite for Windows Google Mail and/or other relevant software.
Some statewide travel is required.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree
in Business, Finance or Economics from an accredited college or university.
Experience: Five years of
experience in financial and operational analysis that include elements for
finance, audit and compliance, economy and efficiency, and program
results. Three years of this experience must have involved performing
internal, financial and compliance audits of a State agency, grantee, business
or other entity.
Notes:
1. Additional experience
in administrative staff or professional work may be substituted on a
year-for-year basis for the required education.
2. Additional graduate
level education at an accredited college or university may be substituted at
the rate of 30 semester credit hours on a year-for-year basis for the required
general experience.
3. Candidates may
substitute U.S. Armed Forces military service experience as a commissioned
officer involving staff work related to the administration of rules,
regulations, policy, procedures and processes, or overseeing or coordinating
unit operations or functioning as a staff assistant to a higher ranking
commissioned officer on a year-for-year basis for the required education and
experience.
DESIRED OR PREFERRED QUALIFICATIONS

- B.A. Degree in
Accounting.
- Experience
in reading, analyzing, and interpreting a variety of financial statements,
business plans, financial and credit reports.
- Experience in conducting
analysis, collecting data, establishing facts, and defining problems.
- Ability to operate
within a team environment.
- Experience planning
and performing auditing programs.
- Familiarity with the
Office of Legislative Audits and the audit process.
- Proficiency with the
Microsoft Office Suite for Windows including Word, Excel, Access, and
PowerPoint, Google Mail and/or other relevant software.
- Some familiarity with WebFOCUS.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some Statewide travel is
required.
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
