Introduction

The Maryland Tax Court, an independent State agency in the Executive branch, provides the highest administrative level for local tax-related appeals. The Court’s mission is to provide an independent forum servicing all state taxpayers for the effective, fair, and efficient hearing and resolution of tax controversies.  

 

This is a Special Appointment position and serves at the pleasure of the appointing authority.

Main Purpose of Job

The Deputy Clerk of the Maryland Tax Court works with the Clerk to provide counsel, constituent assistance, case management, and operational administrative management as assigned or in the absence of the Clerk. The Deputy will work closely with the Clerk of the Court, Tax Court Judges, the Maryland State Legislature, court staff members, and litigants. The Deputy Clerk is responsible for fiscal accounting, court management, administrative law, state and local tax law.

POSITION DUTIES

The Deputy Clerk must be familiar with state and local tax law, understand the Rules and Procedures of the Courts of Maryland, and be available to attend Tax Court hearings as needed. 

 

Strong organizational ability and attention to detail are required to record proceedings, schedule appeals, maintain calendar deadlines, issue subpoenas, and assign cases.

 

This position prepares the annual budget for approval by the Clerk and the Chief Judge and testifies before the General Assembly at budget hearings. 

 

Good interpersonal skills are necessary to maintain effective working relationships with representatives of the public, news media, and other government agencies.

 

A high level of information technology acumen and a willingness to learn tax law and court procedures will be necessary.

MINIMUM QUALIFICATIONS

Education:

 

 A Juris Doctor degree from an accredited university

 

Experience:

 

1 year of work experience in legal or accounting work

 

DESIRED OR PREFERRED QUALIFICATIONS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Certified Public Accountant
